dc.description.abstracttranslatedEΕ_2020’s strategy promotes reform programs for stability / convergence of Member States. New strategies assurance and prevention of financial risks apply to harmonize policy disputes between countries north and south. The EE_27 is trying to coordinate, to manage problems of the financial crisis of 2009 as the recession and increased unemployment in Greece. The challenge of dealing with the crisis, the idea of EE_27 federal returns jointly to assist member states that are in financial risk. Greece appears vulnerable to tackle debt crisis because of the pathogenic problems. Greece was put under surveillance at the request of the three members (IMF, EU and ECB). Within the financial rationalization, all the reform programs, signed by Greece with the Troika in the first phase was the funding of the EFSF and IMF and part of the PSI. The memoranda and the medium that followed, drawn by the technocratic OECD studies assisted by map road of Agenda EE_2020. The programs aim to restore credibility of Greece to acquire a sustainable financial stability. Prerequisite disbursement signature institutional commitments of Greece. These commitments have been institutionalized in papers and medium term. The immediate implementation processes caused Memorandum and structure of public administration. The existence of a clear and comprehensive intergovernmental strategic vision will strengthen the central government to proceed with the implementation of reforms in Greece. Many ambitious reforms but ineffective measures of administration were taken due to excessive legal formalism. Lack of continuity of the state observed in the structures of the ministries, the lack of record keeping, classification and analysis of statistical data. The legal formalism defines negatively the overall vision, aspirations and desires of society. The lack of documented making strategic vision has created an environment conducive to rent seeking that characterizes the Greek public sector. The modernization of the Public Administration will contribute to the smooth operation for the public interest and good public administration and its innovative services to the private sector. A radical reform of public administration enhances the transparency of administrative procedures, competitive market with rational management of resources (NSRF) and the rationalization of the welfare state. Attempting mapping of public administration that structures of ministries to gain sustainability and financial documentation regarding the recovery of the country. Thus, for "the transition from a crisis endangered the transition of an open market economy" requires initial assessment of public structures and staff to "convergence" of the Administrative Reform. An effort that faces many administrative problems arising from the culture, and a desire of the country to no longer be the "free rider" of the south. The EE_27 must conjure and monitor the specific problems of the Member States. The common response to the economic crisis based on solidarity political practices. The policy supports the IMF's austerity policy ie moderate and not EE_2020 flexible policy for sustainable development.
