Τα Επιχειρησιακά Προγράμματα του Στόχου «Ευρωπαϊκή Εδαφική Συνεργασία», στα οποία ενσωματώθηκαν οι προγενέστερες «Κοινοτικές Πρωτοβουλίες», αποτελούν την αμεσότερη έκφραση της Πολιτικής Συνοχής που εφαρμόζει η Ευρωπαϊκή Ένωση καθώς προωθούν τη συνεργασία, την ανταλλαγή εμπειριών , καλών πρακτικών και τεχνογνωσίας αλλά και τη χάραξη κοινών στρατηγικών μεταξύ Κρατών, Περιφερειών και αναπτυξιακών φορέων. Διμερή ή πολυμερή εταιρικά σχήματα διαμορφώνουν σχέδια δράσης σε τομείς όπως το περιβάλλον, η βιώσιμη ανάπτυξη, ο πολιτισμός, η απασχόληση κ.ά. σε μια προσπάθεια εξομάλυνσης των αντιθέσεων και ουσιαστικής σύγκλισης των κρατών-μελών μεταξύ τους αλλά και με γειτονικές χώρες εκτός Ευρωπαϊκής Ένωσης. Η εδαφική συνεργασία εκφράζεται μέσα από τρεις διαστάσεις: διασυνοριακή, διακρατική, και διαπεριφερειακή. Η συμμετοχή της Περιφέρειας Πελοποννήσου σε διακρατικά και διαπεριφερειακά έργα άνοιξε νέους ορίζοντες στη δημιουργία σχέσεων με αντίστοιχους φορείς της υπόλοιπης Ε.Ε. Ωστόσο, η υλοποίηση των έργων αυτών συνάντησε πολλά εμπόδια, κυρίως διοικητικά και θεσμικά, που δεν της επέτρεψαν ν’ αφομοιώσει τα οφέλη τους. Μέσα από σύγκριση των αξιολογήσεων που έχουν πραγματοποιηθεί σε ευρωπαϊκό επίπεδο, καθίσταται σαφές ότι η εδαφική συνεργασία έχει υψηλή προστιθέμενη αξία, αλλά δεν είναι εύκολα μετρήσιμη. Η Ε.Ε. προσπαθεί να το αλλάξει αυτό δίνοντας συγκεκριμένες κατευθύνσεις μέσω ειδικού κανονισμού για τα προγράμματα αυτά, ο οποίος εκδόθηκε μόλις πριν ένα μήνα και, συνεπώς, την επόμενη προγραμματική περίοδο 2014-2020 θα πρέπει η χώρα μας, αλλά και μεμονωμένα η Περιφέρεια Πελοποννήσου, να προσαρμοστεί και να προχωρήσει σε προτεινόμενες αλλαγές προκειμένου να αξιοποιήσει κατά το βέλτιστο τρόπο τις δυνατότητες που δίνονται μέσα από την ευρωπαϊκή εδαφική συνεργασία.
Abstract
Operational programs under target "European Territorial Cooperation", which incorporated the earlier “Community Initiatives”, are the most direct expression of cohesion policy applied by the European Union as they promote cooperation, exchange of experiences, good practices and expertise and also the definition of joint strategies between states, regions and development agencies. Bilateral or multilateral partnerships form action plans in areas such as the environment, sustainable development, culture, employment, etc. in an effort to fine contrasts and to achieve effective convergence of Member States among themselves and with neighboring countries outside the European Union. Territorial cooperation is expressed through three dimensions: cross-border, transnational and interregional. The participation of the Peloponnese Region in transnational and interregional projects opened new horizons to establish relationships with counterparts in the rest of EU. However, the implementation of these projects met many obstacles, mainly administrative and institutional, which did not enable the region to take advantage of the benefits. Through comparing the evaluations made at European level, it becomes clear that territorial cooperation has high added value, but is not easily measurable. The EU tries to change that by giving specific directions through specific regulation for these programs , adopted just a month ago and , therefore , the next programming period 2014-2020 our country , but also Peloponnese region individually has to adapt and to proceed with proposed changes to utilize optimally the capabilities provided through the European territorial cooperation.
