Η χρήση ιδιωτικών στρατιωτικών και αστυνομικών δυνάμεων σε διακρατικές και πολυεθνικές αποστολές αυξήθηκε σημαντικά τόσο σε αριθμούς όσο και ως προς το εύρος των δραστηριοτήτων τους. Μία από τις πιο σημαντικές και εκτεταμένες περιπτώσεις χρήσης τους παρουσιάστηκε σε Ιράκ και Αφγανιστάν, όπου κάλυψαν το μεγαλύτερο ποσοστό αναγκών ασφαλείας τόσο για λογαριασμό της κυβέρνησης και κρατικών οργανισμών, όσο και για πολυεθνικές εταιρίες, Μη Κυβερνητικές Οργανώσεις(ΜΚΟ) και ανθρωπιστικές οργανώσεις (ΑΟ). Στο Ιράκ ο αριθμός των αμερικανικών ιδιωτικών εταιρειών ασφαλείας την περίοδο ανάμεσα στο 2007 και το 2010, αυξήθηκε από 5.481 σε 13.232 .
Στο Αφγανιστάν ο αντίστοιχος επίσημος αριθμός από 4.000 τον Μάρτιο 2009 έφτασε σε 16.000 το 2010. Οι ανεπίσημες μετρήσεις για Ιράκ και Αφγανιστάν αντίστοιχα έφθασαν σε 30.000 και 24.000 .
Ο Οργανισμός Ηνωμένων Εθνών (ΟΗΕ) , διεθνείς Μη Κυβερνητικές Οργανώσεις και ανθρωπιστικές οργανώσεις εντατικά προσλαμβάνουν ιδιωτικές στρατιωτικές εταιρίες και εταιρίες ασφαλείας, εκχωρώντας τους την ευθύνη για την πλειοψηφία πλέον των υπηρεσιών τους. Η αιτιολόγηση της πρόσληψης τους ανάγεται στην προστασία ειρηνευτικών και αναπτυξιακών αποστολών και εγκαταστάσεων σε περιβάλλοντα κρατών με αυξημένους κινδύνους. Οι υποστηρικτές τους αναδεικνύουν τα οφέλη τόσο σε οικονομικούς πόρους όσο και στην ταχύτητα και ευελιξία που προσφέρουν. Πολλοί παρατηρητές ωστόσο έχουν εγείρει σοβαρά ερωτήματα έλλειψης κανονιστικού και εποπτικού πλαισίου για τις εταιρίες αυτές με πιο σημαντικό θέμα την έλλειψη συγκεκριμένου εθνικού και διεθνούς νομικού περιβάλλοντος για τις δραστηριότητές τους. Τα θέματα αυτά, ο τρόπος με τον οποίο επηρεάζουν τη διεθνή ασφάλεια, καθώς και οι τρόποι επίλυσής τους θα μας απασχολήσουν στην παρούσα εργασία.
Abstract
The development of international private military and police forces has been increased dramatically over the last few years, both in terms of numbers as well as the range of their operations and functions. The biggest increase was spotted in Iraq and Afghanistan, where the private institutions were responsible for the safety of government institutions and organizations, multinational companies, non-governmental Organization (NGOs) and humanitarian organizations. Especially, in Iraq the number of private military organizations has increased from 5,481 to 13,232 in the period 2007-2010. In Afghanistan, the official number of private military organizations has increased from 4,000 in March 2009 to 24,000 in 2010. Nevertheless, the unconfirmed numbers of private military organizations in both Iraq and Afghanistan are estimated to 30,000 and 24,000 respectively.
United Nations, Non-Governmental and Humanitarian Organizations, have been increasingly contracting the majority of their peacekeeping and humanitarian operations in private military organizations and private security institutions, under the pressure to provide safety and security for international missions and organizational facilities in areas of high danger. The supporters of these contracts highlight the financial benefits of such partnerships as well as the flexibility and fast implementation of these organizations. On the other hand, many have pointed out the absence of a legislation that will offer control and guideline over the operations of these companies both in a national and international level. This research is focused on analyzing these subjects and their influence in Global Security presenting some possible solutions.
