Οι νέες προκλήσεις που προκύπτουν στο ταχέως μεταβαλλόμενο διεθνές περιβάλλον
αναγκάζουν την ΕΕ να αναλάβει το ρόλο του παρόχου ασφαλείας έτσι ώστε να είναι σε θέση
να προστατέψει τα ζωτικά της συμφέροντα αλλά και να συμβάλει στην παγκόσμια
σταθερότητα. Η διαχείριση κρίσεων αποτελεί ένα βασικό κομμάτι αυτού του ρόλου. Η
παρούσα εργασία ξεκινά με μία συνοπτική αναφορά βασικών εννοιών όπως κρίση, κύκλος
ζωής κρίσης και φάσεις κύκλου διαχείρισης κρίσης και συνεχίζει με την παρουσίαση του
θεσμικού πλαισίου, των δομών και των διαδικασιών του συστήματος διαχείρισης κρίσεων της
ΕΕ. Η εμπειρική έρευνα εστιάζει στην πρώτη και την πιο πρόσφατη επιχείρηση υπό την
ΚΠΑΑ. Η επιχείρηση Concordia αποτέλεσε την πρώτη στην ιστορία στρατιωτική επιχείρηση
της ΕΕ, η οποία μέσω από την επιτυχή επέμβαση στη σύγκρουση της FYROM μπορούσε να
θεωρείται πλέον ως ένας παίκτης της διεθνούς ασφάλειας. Η δεύτερη μελέτη περίπτωσης, η
EUFOR RCA, ως η πιο πρόσφατη και δυνητικά πιο επικίνδυνη ειρηνευτική επιχείρηση,
δείχνει την πρόθεση της ΕΕ να επανέλθει σε έναν επιχειρησιακό ακτιβισμό. Συμπερασματικά,
οι δύο επιχειρήσεις αναδεικνύουν την εφαρμογή των προβλέψεων του συστήματος
διαχείρισης κρίσεων της ΕΕ, αλλά και τους υφιστάμενους περιορισμούς που την εμποδίζουν
να μετατραπεί σε έναν αξιόπιστο πάροχο ασφαλείας.
Abstract
New challenges in the fast-changing international environment urge the EU to play a role as a
security provider in order to protect its vital core interests and promote world stability. Crisis
management is regarded as one of the most important fields for that role. This thesis begins
with a short overview of basic notions such as crisis, Crisis Lifecycle Model and Crisis
Management Cycle. Furthermore it is presented the EU's crisis management structures,
institutional framework and procedures. The empirical focus is on the first and the last
military mission under CSDP framework. Operation Concordia was the first-ever military
mission led by the EU. The EU, through its successful intervention in the conflict in the
FYROM, established itself as an actor in the field of international security. The second case
study, EUFOR RCA, as the most recent european peace keeping operation and potentially the
most dangerous ever launched, demonstrates the EU's willingness to return to an operational
activism. As a conclusion, both operations give relevant data on the implementation of EU's
crisis management procedures but also on the limitation and obstacles that are still in place
and hold back the EU in order to become a reliable security provider.
