Το Πρόγραμμα «Καλλικράτης» αποτελεί την πιο πρόσφατη προσπάθεια
αναδιοργάνωσης και εκσυγχρονισμού της Δημόσιας Διοίκησης, ώστε να καταστεί
αποτελεσματικότερη και να ξεπεραστούν οι αδυναμίες που τη χαρακτηρίζουν. Το
προηγούμενο σύστημα που εισήχθη με το Πρόγραμμα «Ι. Καποδίστριας» δεν είχε
συνολικό χαρακτήρα, ούτε κατάφερε να ανταποκριθεί στις απαιτήσεις κι ως εκ
τούτου ήταν αναγκαίο να αντικατασταθεί. Με τον «Καλλικράτη» τέθηκε ο στόχος της
αποκέντρωσης, της εξυγίανσης της Αυτοδιοίκησης και της εξοικονόμησης πόρων. Oι
αλλαγές που εισήχθησαν κινήθηκαν προς την κατεύθυνση του Νέου Δημόσιου
Μάνατζμεντ. Οι βασικότερες μεταρρυθμίσεις του περιλαμβάνουν τη μείωση των
Δήμων, τη θέσπιση της Περιφέρειας ως δευτεροβάθμιας Αυτοδιοίκησης και την
αποκέντρωση μέσω των Αποκεντρωμένων Διοικήσεων. Επιπλέον, αλλαγές
εισήχθησαν στις εκλογικές ρυθμίσεις, στον τομέα του ανθρωπίνου δυναμικού, των
Νομικών Προσώπων Δημοσίου και Ιδιωτικού Δικαίου, καθώς και στα οικονομικά της
Αυτοδιοίκησης. Σημαντικές ήταν και οι μεταρρυθμίσεις αναφορικά με το σύστημα
ελέγχου και εποπτείας. Συνολικά, η αξιολόγηση του «Καλλικράτη» δείχνει πως δεν
έχει ακόμη φέρει εις πέρας τους αρχικούς στόχους δημιουργίας του κι, έτσι, η
τρέχουσα κυβέρνηση εξετάζει την αναθεώρησή του. Τέλος, αναφορικά με την
Περιφέρεια Αττικής φάνηκε πως οι νέες ρυθμίσεις του «Καλλικράτη» δεν κατάφεραν
να εμπεδωθούν ικανοποιητικά, ενώ ορισμένες μένουν ακόμη ανεφάρμοστες.
Abstract
“Kallikratis” Plan is the most recent effort of reorganization and modernization of the
Public Administration in order that it would become more efficient and overcome its
weaknesses. The former system introduced with the “I. Kapodistrias” Plan had not an
overall character neither managed to meet the requirements, hence it was necessary to
be replaced. “Kallikratis” set the goal of decentralization, rehabilitation of the Local
Government and cost savings. The introduced changes followed the direction of New
Public Management. “Kallikratis” main reforms include the reduction of
Municipalities, the adoption of Regions as the second-degree Local Government and
the decentralization through Decentralized Administrations. Additionally, changes
were introduced concerning the electoral settings, the field of human resources, the
Legal Entities of Public and Private Law, as well as the economic management of
Local Government. Important were, also, the reforms concerning the control and
surveillance system. All in all, the evaluation of “Kallikratis” shows that it has not yet
achieved its initial creation goals and, thus, the current government is considering its
revision. Finally, as for the Region of Attica, it seemed that the new settings of
“Kallikratis” have failed to be well established, while some still remain inapplicable.
