Η εφαρμογή του Ελάχιστου Εγγυημένου Εισοδήματος στην Ευρωπαϊκή Ένωση ( σε διάφορες μορφές) έχει ξεκινήσει εδώ και αρκετά χρόνια, ενώ στην ελλάδα θεσμοθετήθηκε ώστε να αντιμετωπίσει τις αδυναμίες και τα κενά του ελληνικού κατηγοριακού συστήματος κοινωνικής προστασίας. Το Ελάχιστο Εγγυημένο Εισόδημα, ως το "έσχατο δίχτυ κοινωνικής προστασίας", εξασφαλίζει ένα ελάχιστο εισόδημα για τα άτομα που δεν έχουν επαρκής πόρους. Έτσι βοηθά στη συγκρότηση μιας σύγχρονης και αλληλέγγυας κοινωνίας, με στόχο την καταπολέμηση της φτώχειας αλλά και του κοινωνικού αποκλεισμού, όπου το κοινωνικό σύνολο μέσου του συστήματος προστασίας δεν πέφτει κάτω από μια στοιχειώδη εισοδηματική βάση, αντίστοιχη ενός επίπεδου αξιοπρεπούς διαβίωσης.
Abstract
The application of the Guaranteed Minimum Income in the EU has been introduced several year ago, while in Greece it was institutionalized in order to overcome the weaknesses and shortfalls of the Greek categorical system of social protection. The guaranteed minimum income, as the “utmost net of social protection”, ensures a minimum income for all individuals who do not have sufficient financial resources. This helps to build a modern and solidarity-based society to combat poverty and social exclusion, where the public social protection system does not allow any of its members to fall below a settled basic income which guarantees a decent standard of living.
