dc.description.abstracttranslated | Being part of O.T.A.3, D.E.Y.A.4 are non-profit organizations, responsible for water distribution, collection and potential wastewater treatment. D.E.Y.A. fund their services through the full pricing of water‘s cost. The provided services are repayable and should be priced as much as they can to ensure the resource viability the business itself. However, most of D.E.Y.A. present negative financial results and therefore are not sustainable. In order to find out the reasons leading D.E.Y.A.‘s in loss-making uses, we conducted qualitative research based on the case study of D.E.Y.A. Thermis. After analyzing the financial conditions, conducting archival research and qualitative interviews, we discover that the main causes responsible for the negative outcomes deal with both economic and political reasons. Political interventions are barriers on rational management, while the lack of organization and know-how leads to inefficient collection and measurement methods, resulting in reduced revenues. Modernization and update of infrastructure are necessary for reducing the energy costs, but cognitive deficiencies and lack of adequate funding are obstacles with regards to their implementation. The adoption of participatory governance and the change of culture are indispensable condition for finding a solution. In conclusion, this analysis may be a starting point for further research in order to identify and treat similar pathogens in other D.E.Y.A. | el |
