dc.description.abstract | Η παρακάτω εργασία διερευνά, μέσω της μεθόδου των ερωτηματολογίων, αν υπάρχουν διαφορετικές
ανάγκες σε επίπεδο κοινωνικών υπηρεσιών και προγραμμάτων μεταξύ διαφορετικών κατηγοριών Δήμων.
Βασική υπόθεση εργασίας αποτελεί ότι διαφορετικές κατηγορίες Δήμων σύμφωνα με γεωγραφικά και
πληθυσμιακά κριτήρια έχουν διαφορετικές ανάγκες και επηρεάζονται από διαφορετικούς παράγοντες όσον
αφορά την ανάπτυξη των κοινωνικών τους υπηρεσιών. Κύρια ερωτήματα που αναζητούν απάντηση είναι αν
οι Δήμοι της χώρας χρησιμοποιούν τις νέες τεχνολογίες για την οργάνωση των υπηρεσιών τους, και αν
υπάρχουν παράγοντες που εμποδίζουν την εφαρμογή τους. Τα αποτελέσματα του ερωτηματολογίου δείχνουν
ότι κανένας μικρός ηπειρωτικός και νησιωτικός Δήμος του δείγματος δεν έχει διασυνδεδεμένες κοινωνικές
υπηρεσίες με ΤΠΕ , ενώ οι μεγαλύτερες ανάγκες σε υπηρεσίες και διασύνδεσης εντοπίζoνται στους μεγάλους
νησιωτικούς Δήμους. Παρατηρείται ότι υπάρχουν κοινοί παράγοντες που δυσχεραίνουν την λειτουργία των
ΤΠΕ στις κοινωνικές υπηρεσίες των Δήμων , όπως είναι η υποστελέχωση και η χαμηλή εξειδίκευση του
προσωπικού, καθώς και η γραφειοκρατία. Ωστόσο παράγοντες όπως τα γεωγραφικά χαρακτηριστικά και οι
περιορισμένοι οικονομικοί πόροι (όπως στην περίπτωση των μικρών νησιωτικών Δήμων), επηρεάζουν
συγκεκριμένες κατηγορίες Δήμων. | el |

dc.description.abstracttranslated | The following study, based on the questionnaire method, examines whether there are different needs in terms
of social services and programs between different categories of municipalities. Main working hypothesis of
the study is that different categories of municipalities (according to geographic and demographic criteria) face
different needs and are affected by diverse factors with regard to the development of their social services. The
main question is whether the municipalities of the country use the new technologies to organize their services
and whether there are factors that prevent their implementation. Τhe results of the questionnaire show that no
small continental and insular municipality of the sample has interconnected social services with ICT, while
the greatest needs in services and interconnection is found in the big insular municipalities. It is noted that
there are common factors that impede the operation of ICT in the social services of municipalities such as luck
of staff, low skills and bureaucracy. There are also factors such as geographic features and limited financial
resources, that affect specific categories of municipalities, as in the case of insular municipalities. | el |
