Η Εκπαίδευση στα Ανθρώπινα Δικαιώματα (ΕΑΔ) αποτελεί ένα διεθνές κίνημα για την οικοδόμηση ενός παγκόσμιου πολιτισμού των ανθρωπίνων δικαιωμάτων και τη δημιουργία μιας ειρηνικής και δημοκρατικής πανανθρώπινης κοινωνίας. Αναγνωρίζεται διεθνώς από τους ακαδημαϊκούς κύκλους και από πολιτικούς φορείς και μη κυβερνητικές οργανώσεις ως μία δια βίου μαθησιακή διαδικασία που στοχεύει στην αλλαγή της πολιτικής και κοινωνικής συμπεριφοράς των ανθρώπων και την καλλιέργεια της ανεκτικότητας, του αμοιβαίου σεβασμού και της αλληλοκατανόησης. Στον πυρήνα της βρίσκονται οι οικουμενικές αξίες των δικαιωμάτων του ανθρώπου, η διδασκαλία των οποίων καλλιεργεί στο άτομο εκείνες τις δεξιότητες και το εφοδιάζει με εκείνα τα θεωρητικά και πρακτικά εργαλεία για να γνωρίσει, να κατανοήσει, να διεκδικήσει και να υπερασπιστεί τα δικά του δικαιώματα, καθώς και τα δικαιώματα των άλλων ατόμων.
Από την παρούσα μελέτη προκύπτει ότι η ΕΑΔ αποτελεί ευθύνη και κύριο έργο των επίσημων κρατικών θεσμών και οργάνων. Το κράτος και οι διάφοροι φορείς του αντιπροσωπεύουν τους μόνους κοινωνικούς παράγοντες, οι οποίοι νομιμοποιούνται να αναπτύξουν μία εθνική πολιτική για την προώθηση της ΕΑΔ και την ένταξή της ως κεντρική έννοια στο αναλυτικό πρόγραμμα σε όλες τις βαθμίδες της επίσημης/τυπικής σχολικής εκπαίδευσης. Το κράτος ως θεσμός έχει επίσης τον κύριο λόγο και την υποχρέωση να καθορίζει τα νομικά και πολιτικά πλαίσια για την επιτυχή εφαρμογή της ΕΑΔ τόσο έξω από το επίσημο εκπαιδευτικό περιβάλλον, όσο και στην καθημερινή πραγματικότητα που βιώνει το άτομο στην οικογένεια, στην εργασία, στην τοπική κοινωνία, κλπ.
Abstract
Human Rights Education (HRE) is an international movement for the promotion of a universal culture of human rights and the establishment of a peaceful and democratic global society. It is widely recognized by academics, political institutions and non-governmental organizations as a life-long learning process with a long-term perspective, which aims at changing the social and political behaviour and fostering tolerance, respect and mutual understanding. Its core concepts are the universal human right values, which are taught to provide people with the necessary skills and tools, theoretical and practical, in order to know, understand, claim and fight for their own rights and for the rights of other people as well.
The main thesis of this study is that HRE is the overall responsibility of state actors and institutions. Governments are considered the only actors in society that are legitimized to develop a national strategy to promote HRE and implement it as a core concept in the curricula of the formal education system. State governments are also duty-bound to set the legal and political frameworks for the successful implementation of HRE outside the school setting, in the non-formal education sector and through the day-to-day interactions between people in the family, at work, in the local community, etc.
