Πρόγραμμα "Καλλικράτης": Η αναδιάρθρωση των ΟΤΑ Α' και Β' βαθμού

dc.description.abstract	Η παρούσα εργασία πραγματεύεται το κρίσιμο ζήτημα της οργανωτικής αναδιάρθρωσης των φορέων πρώτου και δεύτερου βαθμού τοπικής αυτοδιοίκησης που επέφερε το πρόγραμμα «Καλλικράτης» (νόμος 3852/2010). Αρχικά εξετάζεται το οργανωτικό φαινόμενο, η υφιστάμενη άσκηση αρμοδιοτήτων και στους δύο βαθμούς αυτοδιοίκησης όπως αυτή καθορίζεται από τον νόμο 3852/2010 καθώς επίσης και ο σύγχρονος ρόλος της τοπικής αυτοδιοίκησης στον ευρωπαϊκό χώρο. Στη συνέχεια, γίνεται αναφορά στις προβληματικές που δημιουργήθηκαν αναφορικά με την ανακατανομή των αρμοδιοτήτων. Τέλος, γίνεται μια ανίχνευση πιθανοτήτων ενδυνάμωσης των δύο βαθμών αυτοδιοίκησης παραθέτοντας τόσο ορισμένες γενικές προτεινόμενες κατευθύνσεις και καλές πρακτικές που εφαρμόζονται σε επίπεδο ΕΕ όσο και συγκεκριμένες προτάσεις που προέκυψαν από την μελέτη αυτή.	el

dc.description.abstracttranslated	This paper disserts the crucial issue of the organizational restructuring of institutions of primary and secondary local authorities, which “Kallikratis” programme introduced (Law 3852/2010) in Greece. Initially, the organizational phenomenon, the current situation of the exercise of powers of primary and secondary local authorities, as well as the modern role of local government in Europe were examined. Then, there is a reference to the problematic created regarding the reallocation of responsibilities. Finally, there is a try to trace the prospects of local government by indicating both certain general guidelines and good practices at EU level, as well as specific recommendations arising from this study.	el
