Σήμερα στην χώρα μας, έστω και με σημαντική χρονική υστέρηση, οι φορείς άσκησης της Δημόσιας Πολιτικής και συγκεκριμένα εκείνοι οι φόρους που είναι επιφορτισμένοι με τον σχεδιασμό και την άσκηση φορολογικής πολιτικής, κάνουν λόγο όλο και συχνότερα για την αναγκαιότητα μεταρρυθμίσεων στο ελληνικό φορολογικό σύστημα. Όμως, ο δημόσιος αυτός διάλογος και η εφαρμοζόμενη πολιτική περιορίζεται σε τεχνικά ζητήματα, όπως η αυξομείω-ση των φορολογικών συντελεστών, είτε με στόχο την δημοσιονομική εξυγίανση, είτε την οι-κονομική μεγέθυνση. Στην εργασία αυτή, συγκρίνοντας την Ελλάδα με άλλες χώρες της Ε.Ε., διαπιστώνουμε ότι το βασικό πρόβλημα του ελληνικού φορολογικού συστήματος δεν είναι το ύψος των φορολογικών συντελεστών, αλλά η πολυπλοκότητα του, η μεγάλη φοροδιαφυγή και η αναποτελεσματικότητα της φορολογικής διοίκησης. Το σχέδιο για την συνολική μεταρ-ρύθμιση του φορολογικού συστήματος στην χώρα μας πρέπει πρωτίστως να αντιμετωπίζει αυτά τα προβλήματα εάν θέλουμε να έχει ελπίδες επιτυχίας.
Abstract
Nowadays in our country (even with a short delay) the public bodies who implement the public policy -in particular those who are entrusted with the responsibility of the tax strategy and its implementation- refer frequently to the necessity of the Greek tax reform.
However, this debate and the applied policy are mainly limited to technical issues -such as the tax rates fluctuation- and are aimed either at the fiscal consolidation or at the economic growth.
In this study, by comparing the Greek taxation system with those of the other EU mem-ber states, we ascertain that the key problem of the Greek taxation system is not the tax brack-ets. The main problems are its complexity, the great tax evasion and the tax administration's inefficiency.
Only by dealing with the aforementioned obstacles, will the Greek total tax reform pro-gram stand a chance of succeeding
