Τα σύγχρονα αστικά κέντρα αποτελούν σύνθετα οικοσυστήματα, μέσα στα οποία βιώνει η πλειονότητα του παγκόσμιου πληθυσμού. Η εξέλιξή τους αποτελεί συνισταμένη παραγόντων που σχετίζονται με τη γεωγραφική θέση, τις ιστορικές καταβολές, τα ιδεολογικά ρεύματα και πολιτιστικά χαρακτηριστικά του τοπικού στοιχείου. Παρά τη δυναμική των «τοπικών» παραγόντων, η αστικοποίηση του πληθυσμού σε συνδυασμό με την παγκοσμιοποίηση της οικονομίας και την επικράτηση της πολυπολιτισμικής κοινωνίας, δημιουργούν ένα υπερεθνικό πρότυπο διαβίωσης με κοινά χαρακτηριστικά σε τομείς της καθημερινότητας όπως οι μεταφορές, η ενέργεια, το περιβάλλον, η πολιτιστική ανάπτυξη, η υγειονομική περίθαλψη και η ασφάλεια των πολιτών.
Η εξέλιξη του ρόλου των πόλεων μέσα από την επιρροή ιστορικών γεγονότων και περιόδων αποτυπώνεται στο κεφάλαιο 1, ενώ στο επόμενο κεφάλαιο παρουσιάζεται η ανάλυση της έννοιας των «έξυπνων» πόλεων καθώς και η ανάπτυξη διαδημοτικών συνεργασιών σε διεθνές επίπεδο με σκοπό την ανταλλαγή τεχνογνωσίας. Το κεφάλαιο 3 καταγράφει τη θεσμική διάρθρωση της αυτοδιοίκησης και τις διαφορές που εμφανίζονται στις διαφορετικές εκδοχές της ανάλογα με την Πολιτειακή δομή και την κουλτούρα κάθε χώρας. Το τελευταία κεφάλαιο αναφέρεται σε μια σειρά δράσεων που αφορούν τον διπλωματικό χαρακτήρα των πόλεων αναδεικνύοντας τον σύνθετο ρόλο που επιτελούν στο σύγχρονο περιβάλλον.
Abstract
Modern cities are complex ecosystems, within which lives the majority of the world's population. Their evolution is largely driven by resultant factors such as the geographical location, the historical origins, the ideological influences and the cultural characteristics of the “local factor”. Despite the dynamics of such “local factors”, the urbanization of people combined with the economic globalization and the prevalence of a multicultural society, create a supranational model of living with mutual characteristics in daily life regarding transportations, use of energy, physical environment, cultural development, health care and public safety.
Chapter 1 of this thesis outlines the evolution of modern cities, both theoretically and operationally, emphasizing on the historic events that drove such evolution. Chapter 2 analyzes the concept of "smart cities”, as well as the development of intermunicipal partnerships at international level, towards the exchange of expertise. Chapter 3 focuses on the institutional structure of the local government, sensitizing the differences that appear in such a structure based on the state’s setup and the cultural background of each referenced country. Finally, the last chapter of this thesis outlines a series of diplomatic actions undertaken by modern cities, highlighting the multifaceted role that the latter carry in modern society.
