Το φαινόμενο της παρενόχλησης στον εργασιακό χώρο αποτελεί σημαντικό ανασταλτικό παράγοντα τόσο για την ψυχοπνευματική ισορροπία των εργαζομένων όσο και για την εύρυθμη λειτουργία των οργανισμών.
Αν και ιστορικά συνυπάρχει με τις απαρχές της ανθρώπινης εργασίας, μόλις πρόσφατα ξεκίνησε η εμπεριστατωμένη και ενδελεχής μελέτη του.
Πιο συγκεκριμένα, πολλοί ερευνητές, τις τελευταίες δύο με τρείς δεκαετίες, επιχείρησαν να διερευνήσουν τα αίτια που οδηγούν σε συμπεριφορές παρενόχλησης, αλλά και τις επιπτώσεις που αυτή ενδεχομένως να έχει στον εργασιακό τομέα.
Ειδικότερα η αφετηρία του εν λόγω φαινομένου, πρέπει να αναζητηθεί τη δεκαετία του 1980 στις Σκανδιναβικές χώρες και από τη δεκαετία του 1980 και μετά στις χώρες της Ευρωπαϊκής Ένωσης, όπου παίρνει ολοένα και μεγαλύτερες διαστάσεις.
Εμφανίζεται, με διαφορετικές ονομασίες κάθε φορά, ανάλογα με «την παράδοση και την κουλτούρα της κάθε χώρας και του εκάστοτε επιστημονικού πεδίου» (Σπυριδάκης 2009:50).
Απασχολεί έντονα και ποικιλοτρόπως τόσο τους κοινωνικούς ερευνητές και εν γένει την επιστημονική κοινότητα, όσο τους συνδικαλιστές και τους άμεσα εμπλεκόμενους, δηλαδή τους ίδιους τους εργαζόμενους. Παράλληλα η πολιτεία «καλείται» να διαμορφώσει έναν πιο ενεργητικό ρόλο σε θέματα πρόληψης και αντιμετώπισής του, εξασφαλίζοντας συνθήκες προστασίας απέναντι σε κάθε εργαζόμενο που έρχεται αντιμέτωπος/η με το φαινόμενο της παρενόχλησης.
Κατά συνέπεια, η παρενόχληση στον εργασιακό χώρο μπορεί να ισχυριστεί κάποιος ότι δεν αποτελεί ένα καινούργιο φαινόμενο, αλλά δεν αποτελεί και παλιό, αφού μόλις το 1976 γίνεται αντικείμενο επιστημονικής μελέτης από τον Carroll M. Brodsky .
Η παρενόχληση, όχι απαραίτητα μόνο σεξουαλικής φύσης, μπορεί να επιχειρηματολογήσει κανείς ότι είναι πρωτίστως συμπεριφορά μεταξύ των ανθρώπων, η οποία βρίσκει πρόσφορο έδαφος στον εργασιακό χώρο και εξελίσσεται στον χωροχρόνο. Πλήττει με ολοένα αυξανόμενους ρυθμούς πλήθος υπαλλήλων, προϊσταμένων, θέτοντας σε κίνδυνο την εργασιακή τους κατάσταση, την ψυχική τους υγεία και απειλώντας γενικότερα την αξιοπρέπεια και την ανθρώπινη αξία.
Ακόμα και στις μέρες μας, τόσο εξαιτίας του γεγονότος ότι το εν λόγω φαινόμενο είναι πολυδιάστατο, λόγω των ποικίλων παραγόντων που υπεισέρχονται στη μελέτη και αντιμετώπιση του (παράγοντες τους οποίους θα επιχειρήσουμε να αναδείξουμε και να πραγματευτούμε στην παρούσα εργασία), όσο και των ασαφειών του υπάρχοντος νομικού θεσμικού πλαισίου, καθιστούν τη μελέτη αυτού ιδιαιτέρως πολύπλοκη, μα συνάμα άμεση και επίκαιρη.
Όπως σημειώνει μάλιστα ο Σπυριδάκης, η παρενόχληση στο χώρο εργασίας, στην Ελλάδα δεν έχει τύχει συστηματικής επιστημονικής μελέτης αλλά και εμπειρικής διερεύνησης από τη σκοπιά της κοινωνικής επιστήμης. Είναι γεγονός, ότι πέρα από την προσπάθεια του ίδιου και μερικών άλλων, η μελέτη της παρενόχλησης μπορεί να θεωρηθεί ότι παρουσιάζει ένα μεγάλο κενό.
Συνεπώς, η εν λόγω έρευνα αποτελεί μια από τις πρώτες ακαδημαϊκές μελέτες που καλούνται να διερευνήσουν τις εργασιακές σχέσεις που γεννιούνται, αναδύονται και επικρατούν στο δημόσιο τομέα, εστιάζοντας στην περίπτωση της παρενόχλησης, σε μια χρονική περίοδο μάλιστα όπου η παράμετρος κρίση έχει κάνει αισθητή την παρουσία της στην κοινωνικοπολιτική και εργασιακή ζωή της χώρας.
Abstract
The phenomenon of harassment in the workplace is an important limiting factor for both the psycho-spiritual balance of workers and the proper functioning of organizations.
Its study took place relatively recently even though historically it coexists with the emergence of human labor.
In particular, a great number of researchers in the last two to three decades have attempted to look into the causes that lead to harassment behavior, and the impact this may have in the workplace.
To be precise, the origin of the aforementioned phenomenon dates back in the 1980s in the Nordic countries and since then onwards in the European Union, where it gets more and more acute. This phenomenon preoccupies both social researchers and the general scientific community intensely and in various ways, as well as trade unionists and those directly involved namely the workers themselves. Simultaneously the state is "summoned” to form a more active role in prevention and treatment securing the protection against any employee who will come up against with the phenomenon of harassment.
Consequently, harassment is not a new phenomenon, it cannot be considered an old one either, as only since 1976 has been made the subject of scientific study by Carroll M. Brodsky. So for the most part of it, since the 70s and onwards the concept of harassment gradually invaded into the terminology of the legal and social science, especially in the European continent, with different names each time, depending on the tradition and culture of each country and their scientific field (Spyridakis, 2009:50).
Harassment could be argued as primarily being the unwanted and intrusive behavior among people, not necessarily simple of a sexual nature, but a phenomenon associated with the workplace. It affects with an ever increasing pace and number employees, senior officers and others, jeopardizing their employment status, their mental health and overall threatening dignity and human value.
Even nowadays, the fact remains that this phenomenon is multidimensional, on account of various factors involved in its study and treatment ( factors which we will attempt to deal with and highlight in this paper ), as well as the ambiguities of the existing legal institutional framework, making the study of this phenomenon particularly timely and imminent.
As it is noted by M. Spyridakis, harassment in the workplace in Greece has not received systematic scientific study and empirical research from the perspective of social science. The fact is, that apart from his attempt and some others, the study of harassment could be considered deficient.
Therefore, this research is one of the first academic studies required to look into labor relations which are born, emerged and prevalent in the public sector, focusing on the case of harassment, in a time period where the parameter crisis has made its presence noticeable in the socio-political and working life of the country.
