Το 2003, η Ευρωπαϊκή Ένωση διακήρυξε ότι όλα τα κράτη των Δυτικών Βαλκανίων είναι δυνητικά υποψήφια προς ένταξη. Η διαδικασία αυτή είναι μακρόχρονη και προϋποθέτει την εναρμόνιση με το κοινοτικό κεκτημένο και τις ευρωπαϊκές απαιτήσεις. Η ύπαρξη σταθερών θεσμών που να εγγυώνται το κράτος δικαίου ως θεμέλιο της φιλελεύθερης δημοκρατίας και η οικονομική και δημοσιονομική σταθερότητα αποτελούν μερικά από τα σημαντικότερα προαπαιτούμενα.
Στην Αλβανία, μετά την κατάρρευση του κομμουνιστικού καθεστώτος, πρωταρχικός στόχος της εξωτερικής πολιτικής αποτελεί η ένταξη της χώρας στην Ευρωπαϊκή Ένωση. Στην πορεία αυτή, σημαντικοί ανασταλτικοί παράγοντες είναι η διάχυτη διαφθορά που αποδυναμώνει το δικαστικό σύστημα και η κυριαρχία της άτυπης οικονομίας που δημιουργεί προσκόμματα στην υγιή ανάπτυξη της οικονομίας της αγοράς. Η χώρα έχει σημειώσει σημαντική πρόοδο στους παραπάνω τομείς, αλλά η πρόοδος είναι κυρίως θεωρητική και νομική. Η τελική ενσωμάτωση στις ευρωπαϊκές δομές προϋποθέτει αλλαγή νοοτροπίας και ουσιαστική εφαρμογή των θεσμοθετημένων.
Abstract
In 2003, the European Union declared that all the Western Balkan states are potential candidates for accession. The process is lengthy and requires the alignment with the European requirements and the “aquis”. The existence of stable institutions guaranteeing the rule of law, as the foundation of liberal democracy, and also the achievement of financial stability, are some of the most important prerequisites.
In Albania, after the collapse of the communist regime, the country’s accession to the European Union was the primary objective of foreign policy. In this process, the widespread corruption, that weakens the judiciary and the domination of the informal economy, that hampers the sound development of the market economy, are significant deterrent factors. The country has made significant theoretical and legal progress in the above areas. Nevertheless, integration in the European structures requires a change of attitude and vigorous implementation of the adopted framework.
