Η Ευρωπαϊκή Ένωση και κατά επέκταση η Ευρώπη, χαρακτηρίζεται από έντονη ανεπάρκεια όσον αφορά τα ενεργειακά κοιτάσματα. Για την κάλυψη των αναγκών της βρίσκεται σε μια διαρκή αναζήτηση πηγών εκτός συνόρων με τη Ρωσία να αποτελεί την κύρια πηγή σε φυσικό αέριο στο οποίο και εστιάζει η παρούσα εργασία. Η ρωσική εταιρία φυσικού αερίου, Gazprom, η οποία ελέγχεται από την ρωσική κυβέρνηση, αποτελεί τον σημαντικότερο προμηθευτή φυσικού αερίου της ΕΕ γεγονός που δημιουργεί ένα επικίνδυνο μονοπώλιο στον τομέα της ενέργειας. Οι ενεργειακές κρίσεις στην Ουκρανία το 2005 και 2009, οδήγησαν την ΕΕ να επανεξετάσει τις ενεργειακές της επιλογές με σκοπό τον μετριασμό της ρωσικής επιρροής όσον αφορά στο τομέα της ενέργειας. Η ΕΕ αντιλαμβάνεται πλέον τους κινδύνους οι οποίοι απειλούν την ενεργειακή της ασφάλεια καθώς και την ίδια την συλλογικότητά της και την ικανότητά της να ενεργεί ως μια ενιαία οντότητα. Σκοπός της παρούσας εργασίας είναι να εντοπίσει τους παραπάνω κινδύνους εξετάζοντας την περίοδο μετά το 2000 με την εκλογή του Βλαντιμίρ Πούτιν ως προέδρου της Ρωσίας και να πραγματοποιήσει Διαχείριση Κινδύνων σύμφωνα με το πρότυπο του ISO31000:2009. Τέλος, αναφέρονται οι χειρισμοί που εφαρμόζει η ΕΕ για τους υφιστάμενους κινδύνους οι οποίοι απειλούν την ενεργειακή της ασφάλεια. Επίσης, γίνεται μια προσπάθεια να προταθούν στρατηγικές οι οποίες δύναται να υιοθετηθούν από πλευράς της ΕΕ με σκοπό της διασφάλιση της ενεργειακής ασφάλειας όλων των μελών κρατών της ΕΕ.
Abstract
The European Union and, by extension, Europe is characterized by a severe deficiency in energy deposits. In order to meet its needs, it is in a constant search for sources outside the border with Russia being the main source of natural gas to which this work focuses. Russian gas company Gazprom, controlled by the Russian government, is the most important gas supplier in the EU, creating a dangerous monopoly in the energy sector. The energy crises in Ukraine in 2005 and 2009 have led the EU to reconsider its energy choices in order to mitigate Russian energy influence. The EU now perceives the dangers that threaten its energy security as well as its own collectivity and its ability to act as a single entity. The purpose of this paper is to identify the above risks by examining the period after 2000 with the election of Vladimir Putin as President of Russia and carrying out Risk Management according to the ISO 31000:2009 standard. Finally, the EU's handling of the existing risks that threaten its energy security is mentioned. An effort is also being made to propose strategies that can be adopted by the EU to ensure the energy security of all EU Member States.
