dc.description.abstractΗ εργασία επιχειρεί να διερευνήσει λεπτομερώς τις αλλαγές που επέφερε το πρόγραμμα «Καλλικράτης» στις τοπικές αρχές σε σχέση με το προηγούμενο πρόγραμμα «Καποδίστριας» (1997-2010). Με τη θέσπιση του προγράμματος «Νέα Αρχιτεκτονική της Τοπικής Αυτοδιοίκησης και της Αποκεντρωμένης Διακυβέρνησης - Καλλικράτης» (ν. 3852/2010), συντελέστηκαν ριζικές ανακατατάξεις στη δομή και τη διοίκηση της χώρας. Η πρόνοια του νόμου για τις τοπικές αρχές πρώτης κατηγορίας στοχεύουν στη δημιουργία νέων και ισχυρότερων δήμων που θα συμβάλλουν στην προώθηση της ανάπτυξης μιας ενιαίας κοινότητας και θα παρέχουν στους πολίτες καλύτερες υπηρεσίες, με μικρότερο κόστος συντήρησής τους. Η συσχέτιση των προγραμμάτων «Καποδίστριας» και «Καλλικράτης» συμβαίνει με βάση συγκεκριμένους δείκτες που προκύπτουν από την ανάλυση της οικονομικής κατάστασης. Τέλος, εξετάζεται η περίπτωση του Δήμου Ηρακλείου.el

dc.description.abstracttranslatedThis paper attempts to explore in detail the changes brought about by the "Kallikratis" program in local authorities compared to the previous "Kapodistrias" program (1997 – 2010). With the establishment of the program "New Architecture of Local Government and Decentralized Governance - Kallikratis" 3852/2010, radical reclassification is taking place in the structure and administration of the country. The provision of the law in relation to first-class local authorities are mainly aimed at creating new and stronger municipalities that will help to promote the local development of an area and provide quality services to citizens, by reducing the cost of maintaining them. The comparison between the "Kapodistrias" and "Kallikratis" programs is examined with the help of specific indicators derived from the analysis of the financial statement. Finally, the case of the Municipality of Heraklion will be examined.el
