| dc.description.abstract | Η Ευρωπαϊκή Ένωση (ΕΕ), επικεντρώνεται σε πολιτικές για τις οποίες, παρέχει χρηματοδοτικά εργαλεία για την υλοποίησή τους, στοχεύοντας στην ομοιόμορφη, ισότιμη και βιώσιμη ανάπτυξη των λαών της, ανάλογα και με τις προκλήσεις που επικρατούν. Οι πολιτικές της για την κλιματική αλλαγή, ιδίως τα τελευταία χρόνια, είναι στοχευμένες και εναρμονισμένες, τόσο με διεθνείς συμφωνίες όσο και με τις συστάσεις επιστημόνων που βασίζονται σε εργαλεία αξιολόγησης του προβλήματος, της υπερθέρμανσης του πλανήτη. Για την επιτυχή υλοποίηση του εγχειρήματος, αναπτύσσει συγχρηματοδοτούμενα διαπεριφερειακά προγράμματα Interreg μέσω του Ευρωπαϊκού Ταμείου Περιφερειακής Ανάπτυξης (ΕΤΠΑ) (ΕΚ, 2022) όπου πραγματοποιείται και η διασυνοριακή συνεργασία Ελλάδας-Κύπρου για την προγραμματική περίοδο 2014-2020. Η ΕΕ στοχεύει εκτός των άλλων, στην ενσωμάτωση των στόχων της για το κλίμα και το περιβάλλον, σε περιφέρειες της Ένωσης με αρχή την πολιτική συνοχής προωθώντας έτσι και τον στόχο της ευρωπαϊκής εδαφικής συνεργασίας. Στο πλαίσιο αυτό, ο Δήμος Ηρακλείου, έχει εγκριθεί στο πλαίσιο του διαπεριφερειακού προγράμματος Interreg σε τρεις πράξεις με τα ακρωνύμια “C-IZEBS” (Interreg Ελλάδα-Κύπρος, 2019), “ΑΝΑΒΑΘΜΙΖΩ” (Greece-Cyprus.eu, 2022) και “ECOROUTS” (Interreg Ελλάδα-Κύπρος, 2018), όπου τα εντάσσει στους επιχειρησιακούς στόχους της “Στρατηγικής Βιώσιμης Αστικής Ανάπτυξης (ΣΒΑΑ)” (Δήμος Ηρακλείου, 2017). Κύριες εκροές των πράξεων είναι η ηλεκτροκίνηση με προμήθεια μικρών ηλεκτρικών λεωφορείων που διατίθενται για δωρεάν μετακινήσεις των πολιτών, η ενεργειακή αναβάθμιση δημοτικών κτιρίων, του δημαρχείου της Λότζια και του Γυμνασίου στο χωριό Άγιος Μύρων, στην περιφέρεια του δήμου αλλά και ο απομακρυσμένος έλεγχος και οι μετρήσεις απόδοσης, με την συνδρομή των Τεχνολογιών Πληροφορικής και Επικοινωνιών (ΤΠΕ). Σκόπιμο ήταν, να διερευνηθεί ο αντίκτυπος που έχουν αυτά τα προγράμματα στην τοπική κοινωνία τόσο από άποψης διάδοσης των επενδύσεων αυτών και του βαθμού ενσωμάτωσής τους, όσο και σε σχέση με το πόσο εύληπτα στον παραλήπτη είναι τα μηνύματα που εκπέμπει η ΕΕ, αναφορικά με την περιβαλλοντική και κλιματική προστασία. Τα αποτελέσματα της πρωτογενούς έρευνας που διεξήχθη, καταδεικνύουν ότι αν και υπάρχει θετικό αποτύπωμα των δράσεων, εντούτοις, υπάρχουν προβλήματα ως προς την προσαρμογή του τοπικού πληθυσμού σε μέτρα για το περιβάλλον, τουλάχιστον με την αμεσότητα και ταχύτητα που η ΕΕ επιδιώκει, για την εκπλήρωση των στόχων της. | el |

| dc.description.abstracttranslated | The European Union (EU) focuses on policies for which it provides financial tools for their implementation, aiming at the uniform, equal and sustainable development of its peoples, depending on the prevailing challenges. Its policies on climate change, especially in recent years, are targeted and harmonized, both with international agreements and with the recommendations of scientists based on tools to assess the problem of global warming. For the successful implementation of the project, it is developing co-financed “Interreg” interregional programs through the European Regional Development Fund (ERDF) (EC, 2022) where the Greece-Cyprus cross-border cooperation for the programming period 2014-2020 is carried out. Among other things, the EU aims to integrate its objectives for the climate and the environment, in the regions of the Union with the principle of cohesion policy, thus promoting the objective of European territorial cooperation. In this context, the Municipality of Heraklion has been approved in the context of the Interreg interregional program in three acts with the acronyms "C-IZEBS" (Interreg Greece-Cyprus, 2019), "ANAVATHMIZO (UPGRADE)” (Greece-Cyprus.eu, 2022) and "ECOROUTS" (Interreg Greece-Cyprus, 2018), where it includes them in the operational goals of the “Strategic Sustainable Urban Development (SDAA)” (Municipality of Heraklion, 2017). The main outputs of the actions are electrification with the supply of small electric buses available for free movement of citizens, the energy upgrade of municipal buildings, the town hall of Loggia and the Gymnasium in the village of Agios Myron, in the periphery of the municipality, as well as remote control and measurements performance, with the assistance of Information and Communication Technologies (ICT). It was purposeful to investigate the impact these programs have on the local community, both in terms of the dissemination of these investments and their degree of integration, as well as in relation to how understandable the messages sent by the EU are to the recipient, regarding the environmental and climate protection. The results of the primary research carried out demonstrate that although there is a positive imprint of the actions, however, there are problems regarding the adaptation of the local population to measures for the environment, at least with the immediacy and speed that the EU seeks, to fulfill its goals. | el |
