| dc.description.abstract | Η κηρυχθείσα ως πανδημία παγκόσμια υγειονομική κρίση που οφείλεται στο στέλεχος του κορονοϊού Covid-19 το 2019 προκάλεσε και εξακολουθεί να προκαλεί διαδοχικά κύματα πολυσχιδών κρίσεων εντός της εξαιρετικά ευρείας γκάμας των εκφάνσεων της ανθρωπογενούς δραστηριότητας. Ξεκινώντας από την προφανή υγειονομική, η κρίση επηρέασε τις κοινωνικές επαφές μας μέσω της επιβεβλημένης αποστασιοποίησης του ενός από τον άλλο, τον τρόπο εργασίας μας μέσω της εξ αποστάσεως άσκησής της, τον μέχρι πριν την εμφάνισή της κινούμενο βάσει καλών πρακτικών δημοσιονομικό χώρο που έβαινε καλώς και που αυτός βιαίως ανετράπη, μέχρι την κινητικότητά μας μέσω της εν μέρει κατάλυσης του ενωσιακού δικαιώματος της ελεύθερης κυκλοφορίας ανθρώπων εντός της ένωσης προς χάριν περιορισμού της εξάπλωσης του ιού.
Η κρίση αυτή για την Ελλάδα ήρθε σε συνέχεια της προηγούμενης δεκαετούς που άφησε ένα μεγάλο πλήγμα στον οικονομικό και κοινωνικό χώρο του κράτους και δη του συστήματος υγείας της ως αυτό με το μεγαλύτερο ενδιαφέρον προς εξέταση για τους σκοπούς ανάλυσης της παρούσας εργασίας. Το Εθνικό Σύστημα Υγείας ανέλαβε την αντιμετώπιση της πανδημίας με αξιοπρέπεια και με γνώμονα την καθολική κάλυψη του πληθυσμού, παρά τις θεμελιώδεις ελλείψεις σε άυλους και υλικούς πόρους, με υποστελέχωση στο σύνολο σχεδόν των δομών υγείας και υγειονομικό υλικό όπως Μέσα Ατομικής Προστασίας σε έλλειψη την πρώτη περίοδο πλήγματος του συστήματος από τον ιό.
Στην εργασία εκδιπλώνεται η επίμονη διαμάχη κοινωνικής, μέσω των διάφορων κοινωνικών μερών και πολιτικής, μέσω της κυβερνητικής και αντιπολιτευτικής ανάλυσης των υγειονομικών δεδομένων, προέλευσης στη θέση της καθαρά επιστημονικής που συχνά αποτέλεσαν και αποτελούν λόγο για παρεμπόδιση του έργου των καθ΄ ’ύλην αρμοδίων. Μια γρήγορη ανασκόπηση σε προηγούμενες πανδημίες και πως αυτές αντιμετωπίστηκαν, η κάμψη των εσόδων της χώρας από το κλείσιμο της παραγωγικής δραστηριότητας και πως αυτό το στοιχείο επηρέασε τις υγειονομικές αποφάσεις, το κίνημα των ανεμβολίαστων, οι λόγοι εμφάνισής του και η αποχώρηση ομοϊδεατών υγειονομικών σε συνάρτηση με τις κυβερνητικές αποφάσεις ενίσχυσης των τρόπων, των μέσων και των διαδικασιών για θωράκιση του κράτους απέναντι στον αόρατο εχθρό, κατά τον Π.Ο.Υ., είναι στοιχεία που αναλύονται στις επόμενες σελίδες. | el |

| dc.description.abstracttranslated | The declared pandemic global health crisis caused by the 2019 strain of the coronavirus Covid-19 has caused and continues to cause successive waves of multifarious crises within the extremely wide range of human manifestations. Starting with the obvious health crisis, this crisis has affected our social contacts through the enforced distancing from one another, our way of working through its remote exercise, the financial space that was moving on the basis of good practices until its appearance, which was going well and which the pandemic violently overturned, up to our mobility through the partial abrogation of the EU right of free movement of people within the Union in order to limit the spread of the virus.
This crisis for Greece came as a continuation of the previous decade-long one which left a big blow in the economic and social sphere of the State and in particular its health system as the one with the greatest interest to be examined for the purposes of the analysis of this paper. The National Health System undertook to deal with the pandemic with dignity and with a view to universal coverage of the population, despite fundamental deficiencies in intangible and material resources, with understaffing in almost all health structures and health materials such as Personal Protective Equipment in short supply in the first period the system was hit by the virus.
The paper unfolds the persistent social conflict, through the various social parties and politics, through the governmental and political opposition analysis of the health data, of origin different to the purely scientific, which often constituted and are a reason for obstructing the work of the relevant authorities. A quick review of previous pandemics and how they were dealt with, the decline in the country's income from the closure of productive activity and how this factor affected health decisions, the vaccination movement, the reasons for its appearance and the departure of like-minded health workers in connection with the governmental decisions to strengthen the ways, means and procedures to shield the State against the invisible enemy, according to W.H.O.., are elements that are being analyzed on the following pages.
