Ο σκοπός της παρούσας Διπλωματικής εργασίας είναι η εξέταση της Έμφυλης Ταυτότητας και Ισότητας στη Δημόσια Διοίκηση και Τοπική Αυτοδιοίκηση από την σκοπιά της Κοινωνικής και Πολιτισμικής Θεωρίας, και η πρόταση πολιτικών για την επίτευξη της Ισότητας των Φύλων στο Δημόσιο Τομέα.
Παρά τον συντηρητικό και ανδροκεντρικό χαρακτήρα, της κουλτούρας της ελληνικής Δημόσιας Διοίκησης & Αυτοδιοίκησης, η παρούσα έρευνα ανέδειξε ,επίσης, σημαντικές τάσεις εκσυγχρονισμού των ιδεών των εργαζόμενων του δημοσίου τομέα. Γενικά, για τις γυναίκες αποδείχτηκε με σημαντική στατιστική συσχέτιση (p<.01) ότι αντιλαμβάνονται περισσότερο την ύπαρξη του κοινωνικού φύλου ως κοινωνική και πολιτισμική κατασκευή, παρά ως το βιολογικό φύλο της γέννησης, καθώς και τις έννοιες που σχετίζονται με τις ανισότητες και την αναξιοκρατία σε σχέση με το κοινωνικό φύλο.
Όπως διαπιστώθηκε, καθοριστικό ρόλο παίζει το επίπεδο εκπαίδευσης σε όλα τα φύλα. Όσο ανεβαίνει το επίπεδο εκπαίδευσης, τόσο περισσότερο το ανθρώπινο δυναμικό του δημοσίου τομέα αντιλαμβάνεται τις έννοιες του κοινωνικού φύλου και της έμφυλης ισότητας. Επιπρόσθετα, αναδείχτηκε ότι όσο περισσότερο ένας άνδρας δηλώνει ότι εμπλέκεται σε οικογενειακές υποχρεώσεις στην ιδιωτική σφαίρα, όπως η καθαριότητα σπιτιού, η ετοιμασία φαγητού και το πλύσιμο ρούχων, τόσο περισσότερο αντιλαμβάνεται ότι η ισότητα των φύλων αποτελεί βασική προϋπόθεση εκσυγχρονισμού του Δημοσίου Τομέα. Από την άλλη πλευρά, αρνητική συσχέτιση εντοπίστηκε σε σχέση με τις στάσεις και τις αντιλήψεις για τον ρόλο της Εκκλησίας στο Κράτος και της θρησκευτικής πίστης στην διατήρηση της Εθνικής Ταυτότητας. Όσο περισσότερο κάποιος θεωρεί ότι η πρέπει να λαμβάνονται υπόψη οι απόψεις της Εκκλησίας σε νόμους και πολιτικές του Κράτους ή ότι η θρησκευτική πίστη είναι σημαντική για τη διατήρηση της εθνικής ταυτότητας, τόσο λιγότερο αντιλαμβάνεται τις έννοιες του κοινωνικού φύλου και της έμφυλης ισότητας και τόσο λιγότερο αναγνωρίζει τα δικαιώματα των ΛΟΑΤΚΙ+ ατόμων στην επιλογή του φύλου που επιθυμούν ή/και στο γάμο και στην οικογένεια.
Περίληψη
The aim of the current dissertation is the examination of Gender Identity and Equality in Greek Public Administration and Local Government from a Social and Cultural Theory’s point of view, so as to propose policies for achieving Gender Equality in Public Sector. The participants, 125 employees of the Greek Public Sector, were asked to assess sentences in relation to Gender Equality and Gender Roles in Private Sphere (family structure, domestic gender roles, domestic economy, leisure time) and in Public Sphere (employment, hierarchy , religion, state). The 60% (N=75) of the participants were females and the 40% (N=50) were males.
For selecting data, it has been chosen quantitative research and the method of questionnaire so as to measure and investigate the differences between genders, opinions, attitudes, perceptions, experiences and ,also, to investigate if there are significant correlation coefficients between the data that show interesting trends.
Following the rest of the institutions of modern Greek society, such as the Family, the Religion and the State, the culture of the Greek Public Sector remains male-centric and based on hierarchy and power relations between genders. Gender roles ,also, remain conservative and characterized by unequal distribution and discrimination, both in private and public sphere.
However, despite the conservative and male-centric nature of the Greek public sector culture, the research highlighted important trends of more modern ideas. For women, it has been found significant correlation coefficient (p<.01) to the understanding of gender more as a social and cultural construction, than as the biological sex of birth, as well as to perceive more than men ,gender inequalities.
Another important found, is that the level of education plays a determinant role for more modern ideas for both females and males. The higher the level of education is, the more people understand the concepts of gender and gender equality. Additionally, it emerged that the more a man reported that has been involved in family responsibilities in the private sphere, such as house cleaning, food preparation, and laundry, the more he perceives the concept of gender, inequalities, and meritocracy among women, and that gender equality is necessary for the development of the Public Sector.
On the other hand, negative correlation coefficients were found in relation to the attitudes and perceptions of the role of Religion and faith, in the preservation of national identity. The more men believe that the views of Church should be taken into account in laws and policies for equality, or that faith is important for maintaining national identity, the less they understand the concept of gender as a social and cultural construction or the existence of inequalities and meritocracy among women or the need to recognize the equal rights of LGBTQ+ people to choose the gender identity they prefer, or/and their equal rights in marriage and family.
