| dc.description.abstract | Η κοινωνική ένταξη των Ρομά αποτελεί διαχρονική πρόκληση για τα κράτη μέλη της Ευρωπαϊκής Ένωσης. Οι ευρωπαϊκές χρηματοδοτήσεις, ιδίως μέσω του Ευρωπαϊκού Κοινωνικού Ταμείου και των Περιφερειακών Επιχειρησιακών Προγραμμάτων, στοχεύουν στην άρση του κοινωνικού αποκλεισμού και την ενίσχυση της πρόσβασης των Ρομά σε βασικά κοινωνικά αγαθά, όπως η εκπαίδευση, η υγεία, η εργασία και η στέγαση. Σκοπός της παρούσας διπλωματικής είναι να εξετάσει τη συμβολή των ευρωπαϊκών πόρων στην εφαρμογή και προώθηση συμπεριληπτικών πολιτικών για τους Ρομά, μελετώντας τον ρόλο που διαδραματίζουν οι ευρωπαϊκές χρηματοδοτήσεις, τόσο μέσω εθνικών προγραμμάτων όπως το ΕΣΠΑ όσο και μέσω άμεσων προκηρύξεων από την Ευρωπαϊκή Επιτροπή. Η εργασία εστιάζει στη σύγκριση δυο χαρακτηριστικών μορφών ευρωπαϊκής χρηματοδότησης, ενός συγχρηματοδοτούμενου έργου ενταγμένο στο ΕΣΠΑ και ενός άμεσα χρηματοδοτούμενου έργου από την Ευρωπαϊκή Επιτροπή, και εξετάζει το πως αυτές μεταφράζονται σε παρεμβάσεις κοινωνικής ένταξης. | el |
| dc.description.abstracttranslated | The social inclusion of Roma is a perennial challenge for the Member States of the European Union. European funding, in particular through the European Social Fund and the Regional Operational Programmes, aims to eliminate social exclusion and enhance Roma access to basic social goods, such as education, health, employment and housing. The purpose of this thesis is to examine the contribution of European funds to the implementation and promotion of inclusive policies for Roma, studying the role played by European funding, both through national programmes such as the NSRF and through direct calls for proposals from the European Commission. The paper focuses on the comparison of two characteristic forms of European funding, a co-financed project integrated into the NSRF and a project directly financed by the European Commission, and examines how these are translated into social inclusion interventions. | el |
