dc.description.abstractΗ παρούσα μεταπτυχιακή εργασία εξετάζει το φαινόμενο του υπερτουρισμού και τον ρόλο της τοπικής αυτοδιοίκησης στη διαχείρισή του, μελετώντας ως χαρακτηριστική περίπτωση το νησί της Κέρκυρας. Ο υπερτουρισμός, δηλαδή η υπέρβαση της φέρουσας ικανότητας ενός προορισμού λόγω της υπερβολικής συγκέντρωσης επισκεπτών, αποτελεί ένα φαινόμενο με πολλαπλές κοινωνικές, περιβαλλοντικές και οικονομικές επιπτώσεις. Η Κέρκυρα, ως ένας από τους πλέον δημοφιλείς τουριστικούς προορισμούς της Ελλάδας, βιώνει έντονα αυτές τις προκλήσεις. Στόχος της εργασίας είναι να αναδείξει τις επιπτώσεις του υπερτουρισμού στην τοπική κοινωνία και το περιβάλλον, καθώς και να διερευνήσει τις πολιτικές και στρατηγικές της τοπικής αυτοδιοίκησης για την αντιμετώπισή του. Η μεθοδολογία της έρευνας στηρίζεται κυρίως σε βιβλιογραφική ανασκόπηση και ανάλυση δευτερογενών δεδομένων, ενώ εξετάζονται οι παρεμβάσεις της τοπικής αυτοδιοίκησης στην Κέρκυρα και συγκρίνονται με διεθνείς πρακτικές. Τα αποτελέσματα δείχνουν την ανάγκη υιοθέτησης ολοκληρωμένων και βιώσιμων πολιτικών, καθώς και την ενίσχυση της συνεργασίας μεταξύ τοπικής αυτοδιοίκησης, τοπικής κοινωνίας και φορέων του τουρισμού. Η εργασία καταλήγει με προτάσεις για τη βελτίωση της τουριστικής διαχείρισης στο νησί.el
dc.description.abstracttranslatedThis Master’s thesis explores the phenomenon of overtourism and the role of local government in managing it, using the island of Corfu as a case study. Overtourism refers to the excessive concentration of visitors in a destination, exceeding its carrying capacity and generating a variety of economic, social, and environmental pressures. While tourism is widely recognized as a vital engine of economic growth and cultural exchange, overtourism challenges the sustainability of destinations and raises questions about governance, community well-being, and environmental protection. Corfu represents one of the most prominent tourist destinations in Greece and the Mediterranean, attracting a steadily increasing number of visitors each year. This dynamic growth has created significant challenges for the island’s infrastructure, natural resources, and local society. Traffic congestion, environmental degradation, seasonal overcrowding, and tensions between residents’ needs and tourists’ demands are among the key issues that highlight the urgency of addressing overtourism. In this context, local government is called upon to assume a pivotal role. As the institution closest to the local community, it bears responsibility for designing and implementing policies that balance economic development with environmental sustainability and social cohesion. Nevertheless, local governments often face important limitations, including restricted resources, bureaucratic obstacles, and limited competences. The aim of this research is to investigate the manifestations and impacts of overtourism in Corfu, analyze the responses and policies of local government, and identify opportunities for more effective strategies in the future. The methodological approach is primarily based on an extensive literature review of international and Greek academic sources related to overtourism, sustainable tourism, and local governance. Secondary data concerning Corfu are also analyzed, including official statistics, policy documents, and strategic plans, while international case studies are used for comparative purposes. The findings suggest that while Corfu demonstrates the challenges associated with overtourism in a pronounced way, the policies of the local government remain fragmented and often reactive rather than proactive. There is limited integration of sustainability principles into long-term planning, and coordination between different stakeholders remains weak. In comparison to international experiences, Corfu lacks comprehensive frameworks that address overtourism holistically, combining infrastructure management, community involvement, and environmental protection. The conclusions of the thesis highlight the necessity of adopting integrated and sustainable policies, strengthening institutional capacities, and fostering collaboration between local authorities, the tourism industry, and civil society. By doing so, Corfu can move toward a more balanced and resilient tourism model that safeguards both the local community and the natural and cultural assets of the island. In summary, this study contributes to the academic discourse on overtourism by contextualizing it within the Greek reality and, more specifically, the island of Corfu. At the same time, it provides practical insights into the role of local government as a key actor in shaping sustainable tourism futures.el
