Η μεταπολεμική οικονομική εξέλιξη της χώρας δεν είναι γραμμική αλλά γνωρίζει καμπές, διακυμάνσεις, ανακατατάξεις, που συνδέονται με τα μεγάλα εσωτερικά και διεθνή πολιτικά, κοινωνικά και οικονομικά συμβάντα της περιόδου όπως: ο Β΄ Παγκόσμιος Πόλεμος, o εμφύλιος πόλεμος, η περίοδος της ευρωπαϊκής ανασυγκρότησης και ευημερίας που επικράτησε ως τα μέσα της δεκαετίας του 1970, η παροχή αμερικανικής βοήθειας στην Ελλάδα (Σχέδιο Μάρσαλ), η «απογείωση» της ελληνικής οικονομίας τη δεκαετία του ’60, η επιβολή στρατιωτικής δικτατορίας το 1967, η κατάρρευση του συστήματος Bretton Woods στις αρχές της δεκαετίας του 1970 & της επικράτησης των κυμαινόμενων συναλλαγματικών ισοτιμιών, η εκδήλωση της πρώτης πετρελαϊκής κρίσης το 1973, που επηρέασε αρνητικά την ελληνική οικονομία, οδηγώντας τη σε ύφεση και η τραγωδία της Κύπρου που σηματοδότησε την πτώση του δικτατορικού καθεστώτος.
Η παρούσα διπλωματική εργασία αποσκοπεί στην μελέτη της δανειακής πολιτικής της Ελλάδας την περίοδο 1945 – 1974, δηλαδή μετά τη λήξη του Β΄ Παγκοσμίου Πολέμου μέχρι την πτώση της δικτατορίας, την παρουσίαση βασικών χαρακτηριστικών της ακολουθούμενης οικονομικής πολιτικής διατρέχοντας τους κυριότερους «σταθμούς» της μεταπολεμικής οικονομικής ιστορίας της Ελλάδας.
Στοχεύει να αναδείξει την διασύνδεση της δανειακής πολιτικής με την εφαρμοζόμενη οικονομική πολιτική των κυβερνήσεων της περιόδου που επιδίωκαν τη δημοσιονομική ισορροπία, την αποφυγή ελλειμμάτων και τη δημιουργία δημοσίου χρέους, την νομισματική σταθερότητα, τον εκβιομηχανισμό και την ανάπτυξη.
Αναδεικνύεται, ότι παρόλη την πρόοδο της μεταπολεμικής ελληνικής οικονομίας, δεν αντιμετωπίστηκαν αποτελεσματικά διαρθρωτικές αδυναμίες της και παθογένειες με συνέπεια η εκδήλωση της διεθνούς οικονομικής κρίσης το 2007 να συμπαρασύρει την ευάλωτη οικονομία της χώρας στην ουσιαστική χρεοκοπία της το 2010.
Abstract
The post-war financial evolution of the country is not linear, but presents turning points, fluctuations, and realignments connected with the significant domestic and international political, social and economic events of the period, such as: the World War II, the civil war, the period of European reconstruction and prosperity that prevailed until the mid 1970s, the American assistance to Greece (Marshall Plan), the “boom” of the Greek economy in the 1960s, the imposition of military dictatorship in 1967, the collapse of the Bretton Woods system in the early 1970s and the predominance of fluctuating exchange rates, the first oil crisis in 1973 which had a negative impact on the Greek economy, leading to recession, as well as the Cyprus tragedy which signified the collapse of the dictatorial regime.
This thesis aims to study the loan policy of Greece during the period of 1945-1974, i.e. after the end of World War II until the collapse of the dictatorship, and to present the basic features of the financial policy applied along the major “milestones” of the post-war economic history of Greece. It aims to point out the connection of the loan policy with the economic policy applied by the governments of this period which pursued fiscal balance, prevention of deficits and public debt, monetary stability, industrialization and development.
What becomes evident is that despite the progress of the post-war Greek economy, its structural weaknesses and pathologies have not been effectively dealt with; as a consequence, the international financial crisis in 2007 dragged the vulnerable economy of the country into its essential insolvency in 2010.
