Εκκινώντας από τη διάγνωση της χαμηλής διοικητικής παραγωγικότητας και της χαμηλής ποιότητας των παρεχόμενων υπηρεσιών της Ελληνικής Δημόσιας Διοίκησης, κεντρικό ερώτημα της εργασίας είναι αν η μετεξέλιξη των ΚΕΠ σε Υπηρεσίες Μιας Στάσης συμβάλλει στην άρση των παραπάνω μειονεκτημάτων. Μόνο το μέσο της γενικευμένης Ηλεκτρονικής Διακυβέρνησης δύναται να αλλάξει το διοικητικό πρότυπο της Ελλάδας, το οποίο με αργούς, αλλά σταθερούς, ρυθμούς εισάγεται σ’ όλες τις κεντρικές και αποκεντρωμένες διοικητικές διαδικασίες.
Στην εργασία αναπτύσσεται ένα σχέδιο μετεξέλιξης των ελληνικών ΚΕΠ σε Υπηρεσία Μιας Στάσης με περίπτωση μελέτης το Δήμο Αγίας Παρασκευής Αττικής.
Βασική πρόταση διοικητικής πολιτικής που προκύπτει από την εργασία είναι η μετατροπή κάθε ελληνικού Δήμου σε «έξυπνη πόλη» ψηφιακά διασυνδεδεμένη, όπου ο δυνητικός χρήστης αυτοδιοικητικών υπηρεσιών λαμβάνει τη ζητούμενη υπηρεσία πιστοποιημένη και από ένα γεωγραφικό σημείο επαφής ή ηλεκτρονικά στην κατοικία του.
Abstract
Getting started from the diagnosis of the low administrative productivity and the substandard quality of the services provided by the Greek Public Administration, the key research question of this study is whether the transformation of KEP (citizen’s service centers) into One-Stop Shop public administration establishments might help remove the above disadvantages. Only by means of a widely applied e-Government plan can the administrative model of Greece change, which in a slow, but steady pace is being introduced into all central and local governments’ administrative practices.
In this paper we propose a scheme of transforming Greek KEP (citizen’s service centers) into One-Stop Shop establishments and the case study under consideration is the Municipality of Agia Paraskevi in Attica.
The main recommendation concerning administrative policies that follows from this paper is the conversion of each Greek municipality into "a smart city" digitally interconnected, where the potential user of local and regional services receives the authenticated certification of any service they have requested both from a certain geographical point of contact or electronically at home.
