Η χρονική περίοδος ανάμεσα στις δύο συνθήκες, της Λωζάννης (1923) και του Ελσίνκι (1999), είναι εξαιρετικά σημαντική για την Ελλάδα. Η ιστορική ανασκόπηση στο μεσοδιάστημα τους, ξεδιπλώνει ένα ευρύ φάσμα διακυμάνσεων στις σχέσεις των δύο χωρών. Από την διευθέτηση των ορίων και την βίαιη επίλυση των εκκρεμοτήτων μεταξύ των δύο χωρών που σηματοδότησε η συνθήκη της Λωζάννης, στην ειρηνική συνύπαρξη έως το δεύτερο τέταρτο του 20ού αιώνα. Η αντίδρομη πορεία που επακολούθησε, απότοκος της εισβολής της Τουρκίας στην Κύπρο και της de facto διχοτόμησή της, ολοκληρώθηκε με τις κρίσεις του Ιουλίου 1976 (Σισμίκ-1), του Μαρτίου 1987 και των Ιμίων τον Ιανουάριο του 1996. Τη φωτεινή περίοδο αισιοδοξίας που δημιούργησε η Συμφωνία του Ελσίνκι, για τη σταθερότερη σε ευρωπαϊκό πλαίσιο συνεργασία, αντικατέστησε ο μακρύς κατάλογος των εκκρεμών ζητημάτων που θέτει ο τουρκικός αναθεωρητισμός.
Δίπλα σ’ αυτά τα ζητήματα από την αρχή του 21ου αιώνα, το μεταναστευτικό- προσφυγικό εξελίσσεται στο νέο διμερές πρόβλημα, η νέα χρυσή ευκαιρία στη νέο-οθωμανική επεκτατική πολιτική της Τουρκίας, η οποία το χρησιμοποιεί συντεταγμένα ως μοχλό πίεσης επί της Ελλάδας και διπλωματικής της αναβάθμισης απέναντι στην ΕΕ. Ο κλιμακούμενος ωστόσο πόλεμος στη Συρία, σε συνέργεια με τους παράγοντες που εμφιλοχώρησαν το 2015, μετέτρεψαν το πρόβλημα σε κρίση με ανεξέλεγκτες διαστάσεις συνολικά για την ΕΕ. Υπό το φως αυτής της κρίσης, κατεδείχθη αδιαμφισβήτητα ότι κανένα εθνικό κράτος του ευρωπαϊκού περιβάλλοντος δεν έχει τη δυνατότητα μεμονωμένης διαχείρισης των κρίσεων, παρά μόνο με την αρραγή συνεργασία των κρατών μελών της ΕΕ και την περισσότερη Ευρωπαϊκή ενοποίηση.
Abstract
The time period between the two Treaty, of Lausanne (1923) and the Helsinki Agreement (1999), is extremely important for Greece. In the meantime a wide range of fluctuations in the two countries' relations unfolded. They ranged from the settlement of the limits and the violent solution of the pending issues between the two countries that marked the Treaty of Lausanne, to rapprochement in the latter quarter of the 20th century. A reverse course followed Turkey's invasion of Cyprus and its de facto partition concluded in the crises of July 1976 (Sismik-1), March 1987, and Imia in January 1996. The bright period of optimism launched by the Helsinki Agreement, for a more stable European cooperation, seemed initially to replace, the long list of outstanding issues raised by the Turkish revisionism.
Apart from these issues since the beginning of the 21st century, immigration-refugee evolves into the new bilateral problem, the new golden opportunity in Turkey's neo-Ottoman expansive policy, which uses it to pressure on Greece and its diplomatic upgrading to the EU. However, the escalating war in Syria, together with the factors that emerged in 2015, transformed the problem into a crisis with uncontrollable overall dimensions for the EU. In the light of this crisis, it has undoubtedly been shown that no nation-state of the European environment has the possibility of an individual crisis management, unless it acts in cooperation with the rest EU member-states within the framework of European integration.
