Από την ίδρυση της Ενιαίας Κοινότητας Άνθρακα και Χάλυβα το 1950, τα ηγετικά πρόσωπα αυτής της προσπάθειας επιθυμούσαν την ολοκληρωτική ενοποίηση των κρατών – μελών σε οικονομικό και νομισματικό επίπεδο. Η ευρωπαϊκή οικονομική ενοποίηση τέθηκε ως βασικός στόχος από τα τέλη της δεκαετίας του 1970 και ουσιαστικά υλοποιήθηκε με την υπογραφή της Συνθήκης του Μάαστριχτ το 1992. Σε αυτήν τη Συνθήκη καθορίστηκαν τα στάδια ένταξης και τα κριτήρια σύγκλισης ώστε μία χώρα να μπορέσει να αποτελεί μέρος της νεοσύστατης Οικονομικής και Νομισματικής Ένωσης ( ΟΝΕ ). Το Ελληνικό κράτος όντας κράτος μέλος της Ευρωπαϊκής Οικονομικής Κοινότητας ( ΕΟΚ ) ήδη από το 1981 προσχώρησε στην Ο.Ν.Ε. το 2000 ενώ το ευρώ κυκλοφόρησε για πρώτη φορά στην Ελλάδα το 2002 (Τζόκας, 2006).
Η Ελλάδα όντας μία μικρή οικονομία πριν την ένταξή της στην Ευρωπαϊκή Ένωση αλλά και στη ζώνη του Ευρώ προσπάθησε να αναπτυχθεί οικονομικά και να δημιουργήσει τις κατάλληλες υποδομές για το μέλλον. Τα πρώτα στοιχεία ήταν θετικά και για τη χώρα αλλά και για το λαό της και αυτό φαίνεται σε έρευνα σύμφωνα με την οποία το 71% των πολιτών βλέπουν θετικά τη συμμετοχή της Ελλάδας στην Ε.Ε. το 2004 (βλ. Ευρωβαρόμετρο). Όμως, το ποσοστό του 71% άρχισε σταδιακά να μειώνεται και να χάνεται έτσι η εμπιστοσύνη του λαού προς την Ε.Ε. και τους θεσμούς της. Συγκεκριμένα, την άνοιξη του 2006 το 53% πλέον έβλεπε θετικά την συμμετοχή της χώρας στις ενοποιημένες διαδικασίες της Ε.Ε. και της Ευρωζώνης (βλ. Ευρωβαρόμετρο).
Το Ελληνικό κράτος ήδη από την ένταξή του στην Ε.Ο.Κ. δημιούργησε έντονους προβληματισμούς στους Ευρωπαίους εταίρους του, εξαιτίας της μη συμμόρφωσης αυτού προς τα ιδανικά και τις προσδοκίες της Ε.Ε. Το 1999 ξεκινά η συζήτηση για την ένταξη της Ελλάδας στην Ο.Ν.Ε. με την προσχώρηση να πραγματοποιείται το 2000. Πώς όμως το Ελληνικό κράτος κατάφερε να γίνει μέλος της Ευρωζώνης; Πληρούσε τις προϋποθέσεις και τα κριτήρια που προβλέπονταν στη Συνθήκη του Μάαστριχτ ήδη από το 1992; Και τα δύο παραπάνω ερωτήματα θα αναλυθούν και θα απαντηθούν παρακάτω με στόχο να διαφανεί αν η Ελλάδα πήρε τη σωστή απόφαση με την ένταξη της στην Ο.Ν.Ε. ή μήπως τελικά η σημερινή οικονομική κρίση της χώρας οφείλεται σε αυτήν της την απόφαση (Τζόκας, 2006).
Abstract
Since the founding of the Single Coal and Steel Community in 1950, the leaders of this effort wished for the complete unification of member states in economic and monetary terms. European economic integration has been set as a key objective since the late 1970s and has been materialized with the signing of the Maastricht Treaty in 1992. This treaty defined integration stages and convergence criteria so that a country could be part of the newly established Economic and Monetary Union (EMU). The Greek state, being a member of the European Economic Community (EEC) since 1981, joined EMU in 2000, while euro was first introduced in Greece in 2002 (Djokas, 2006).
Having been a small economy before joining the European Union and the Eurozone, Greece was trying to grow economically and create the appropriate infrastructure for the future. The first data was positive for the country as well as for its people, and this seems to be an investigation according to which 71% of citizens view the Greek participation in the EU positively in 2004 (see Eurobarometer). However, the 71% rate has gradually begun to diminish, thus losing the people's confidence in the EU and its institutions. Specifically, in the spring of 2006, 53% saw positive country participation in the EU's integrated procedures and the Eurozone (see Eurobarometer).
Since the Greek state's accession to the EEC, has raised serious concerns with its European partners because of its non-compliance with the ideals and expectations of the EU. In 1999, the debate on the accession of Greece to the United Nations begins with accession taking place in 2000. But how did the Greek state manage to become a member of the Eurozone? Has it met the conditions and criteria laid down in the Maastricht Treaty as early as 1992? Both questions will be analyzed and answered below to see if Greece has made the right decision by joining EMU or does the country's current economic crisis ultimately derive from this decision (Djokas, 2006).
