Στο επίκεντρο της δημιουργικότητας και της ανάπτυξης, οι δήμοι διαδραματίζουν
κεντρικό ρόλο κινητήριων δυνάμεων της παγκόσμιας οικονομίας. Τις επόμενες δεκαετίες οι
πόλεις θα είναι ολοένα και πιο σημαντικές, με αναμενόμενη αύξηση του ποσοστού
αστικοποίησης, άρα και αύξηση των υποδομών και των επενδύσεων. Οι πόλεις θα
μπορούσαν μοναδικά να οδηγήσουν σε μια παγκόσμια μετάβαση προς μια κυκλική
οικονομία με μεγάλη συγκέντρωση πόρων, κεφαλαίου, δεδομένων και ταλέντου σε μια μικρή
γεωγραφική περιοχή, επωφελούμενες σε μεγάλο βαθμό από τα αποτελέσματα αυτής της
μετάβασης (Ellen MacArthur Foundation ,2017).
Σ΄ αυτήν την εργασία στόχος είναι να φανούν οι τωρινές προσπάθειες μετάβασης των
δήμων σε μια κυκλική βιώσιμη ανάπτυξη. Παρουσιάζονται οι παγκόσμιοι και οι Ευρωπαϊκοί
στόχοι καθώς και οι ελληνικές προσπάθειες για τη μετάβαση αυτή. Παραθέτονται οι
ομοιότητες και οι διαφορές πολιτικών ευρωπαϊκών δήμων μεταξύ τους, αλλά και με
ελληνικούς, μέσω των επιτυχημένων δράσεων τους σε διάφορους τομείς κυκλικής
οικονομίας. Με αυτά τα παραδείγματα καλών πρακτικών και με μελέτη εφαρμογής στον
ελληνικό δήμο Πέλλας, μέσω της ποιοτικής έρευνας (συνεντεύξεις) και αρχειακό υλικό, που
μας παραχωρήθηκε, προσπαθούμε να δείξουμε τι συμβαίνει σήμερα στην ελληνική τοπική
αυτοδιοίκηση, ποιες οι προσπάθειες της για αειφόρο ανάπτυξη, πόσες ευκαιρίες και πόσα
προβλήματα αντιμετωπίζει, αλλά και πόσο σημαντική θα ήταν τελικά μια τέτοια αλλαγή για
τους δήμους.
Τα συμπεράσματα στο τελευταίο κεφάλαιο προσπαθούν να δώσουν απάντηση στο
αρχικό ερευνητικό ερώτημα : Κυκλική Οικονομία είναι η Λύση προς μια Βιώσιμη Αστική
Ανάπτυξη; Δείχνει να είναι μονόδρομος υλοποίησης στόχων βιωσιμότητας, αλλάζοντας
ριζικά τον τρόπο με τον οποίο τα προϊόντα, οι επιχειρήσεις, οι υπηρεσίες, οι δήμοι, οι
πολίτες και οι ηγεσίες, με όλους τους δυνατούς συνδυασμούς συνεργασίας μεταξύ τους, θα πρέπει να λειτουργούν στο μέλλον.
Abstract
At the heart of creativity, innovation and growth, cities play a central role as motors
of the global economy. In the coming decades, cities will be increasingly important as even
greater rates of urbanization are expected, and significant infrastructure investments and
developments will be made. Cities could be uniquely positioned to drive a global transition
towards a circular economy, with their high concentration of resources, capital, data, and
talent over a small geographic territory, and could greatly benefit from the outcomes of such
a transition (Ellen MacArthur Foundation, 2017).
The aim of this paper is to show the municipalities’ efforts of transition to a circular
sustainable development. Are presented the global and European targets and the Greek efforts
for this transition. Are portrayed the similarities and differences between strategies of
European municipalities and Greek, through their successful actions in various sectors of
circular economy. With these good examples and a case study in the Greek municipality of
Pella, through qualitative research (interviews) and archive material, which was granted to us,
we are trying to show what is the present situation in local authorities, their efforts to
sustainable growth, how many opportunities and problems are facing, and in the end, how
important for the cities this change is.
The results in the last chapter attempt to answer the original research question:
Circular Economy Is The Solution To A Sustainable Urban Development? Circular economy
seems to be the only way to implement sustainability, radically changing the way in which
products, companies, departments, municipalities, citizens and leaders, with all possible
combinations of cooperation between them, should work in the future.
