H Κίνα αποτελεί μια από τις πιο σημαντικά οικονομικά ανεπτυγμένες χώρες στους τομείς του
διεθνούς εμπορίου και επενδύσεων. Τα τελευταία έτη έχει προσελκύσει πλήθος άμεσων ξένων
επενδύσεων καθιστώντας την, παραλήπτρια των περισσοτέρων άμεσων ξένων επενδύσεων
μεταξύ των αναπτυγμένων χωρών. Η οικονομία της έχει αναπτυχθεί με ραγδαίους ρυθμούς
ώστε πλέον να έχει τη θέση ενός από τους πιο σημαντικούς «παίκτες» στο διεθνές εμπόριο.
Λαμβάνοντας υπόψιν τις εξελίξεις που έλαβαν χώρα το 1979 εντός του κινεζικού κράτους και
πιο συγκεκριμένα της κρατικής πολιτικής εξωστρέφειας – “opening up policy”, η Κίνα προέβη
σε σημαντικές νομικές και πολιτικές μεταρρυθμίσεις ώστε να αναδειχθεί σε επιτυχημένο
προορισμό άμεσων ξένων επενδύσεων. Η υιοθέτηση του “Going Global Policy” το 2000,
καθώς και η προσχώρηση της Κίνας στον Παγκόσμιο Οργανισμό Εμπορίου το 2001
αποτέλεσαν σταθμούς για την προσέλκυση ξένων επενδύσεων εντός του κινεζικού κράτους
αλλά και εξωστρέφειας προς αναπτυγμένες και αναπτυσσόμενες χώρες κινεζικών
επιχειρήσεων και φορέων. Συνέπεια της εξωστρεφούς πολιτικής της υπήρξε και η ανάπτυξη
ιδιαίτερων σχέσεων με την Αφρική. Η Ελλάδα, στο πλαίσιο των διμερών συμφωνιών που έχει
συνάψει με την Κίνα, θα μπορούσε να λάβει ως παράδειγμα το μοντέλο ανάπτυξης της Κίνας,
για να ισχυροποιήσει τον οικονομικό της τομέα, για περαιτέρω διμερείς συνεργασίες στον
διεθνή οικονομικό χώρο.
Abstract
China is considered as on the most important developing countries in the fields of International
Trade and Investment. China has attracted many foreign direct investments over the last years
and it has received a respective amount of foreign direct investments among the developed
countries. The Chinese Economy has been developed with a rapid pace so as China to take the
position of one of the most important players in International Trade. By taking into
consideration the evolutions that took place in 1979 within the Chinese State and most
importantly the “opening up policy”, China has proceeded to important legal and political
reforms in order to set itself to a successful destination of foreign direct investments. The
“Going Global Policy” in 2000 and the accession of China to the World Trade Organization in
2001 were landmarks for the attraction of foreign direct investments to China as well as
extroversion of Chinese Companies and Authorities to developed and developing countries.
With reference to Greece, based on the framework of bilateral agreements that has been entered
into with China, Greece should use the model of China’s development as an example to
strengthen its economy for facilitating bilateral cooperation in the international economic field.
