dc.description.abstractΗ παρούσα διπλωματική εργασία επικεντρώνεται στη διερεύνηση του θεσμικού και οργανωσιακού πλαισίου του safeguarding στον ελληνικό αθλητισμό, εστιάζοντας ιδίως στις ασυνέχειες μεταξύ του θεσμοθετημένου νομικού πλαισίου και της αποσπασματικής και ανεπαρκώς εδραιωμένης πρακτικής εφαρμογής του. Η μελέτη εδράζεται στη διαπίστωση ότι το ελληνικό safeguarding αναδύθηκε κυρίως ως αντιδραστικός θεσμικός μηχανισμός, υπό την πίεση μιας κοινωνικής κρίσης που προκάλεσαν οι δημόσιες καταγγελίες και δη η δημόσια καταγγελία της Ολυμπιονίκη Σοφίας Μπεκατώρου. Η εν λόγω καταγγελία λειτούργησε καταλυτικά, ενεργοποιώντας το ελληνικό σκέλος του κινήματος #MeToo και οδηγώντας στην επιτακτική ανάγκη για θεσμική αναθεώρηση και παρέμβαση στον χώρο του αθλητισμού. Μέσω της ανάλυσης του υφιστάμενου θεσμικού πλαισίου και των οργανωσιακών διαδικασιών, αναδεικνύονται βαθιές συστημικές δυσλειτουργίες. Ειδικότερα, διαπιστώνεται η έλλειψη υποχρεωτικής και συστηματικής εκπαίδευσης για θέματα πρόληψης και προστασίας, η ύπαρξη κατακερματισμένων και μη ενοποιημένων μηχανισμών αναφοράς περιστατικών, καθώς και η ενδημική κρίση εμπιστοσύνης που αποθαρρύνει τη γνωστοποίηση συμβάντων. Επιπλέον, καταγράφεται η παγίωση μιας «κουλτούρας σιωπής», η οποία ενισχύεται από τις δομές εξουσίας, την απουσία αποτελεσματικής θεσμικής εποπτείας και την τάση αυτοπροστασίας των αθλητικών οργανισμών. Καταληκτικά, τεκμηριώνεται ότι η ουσιαστική μετάβαση από την τυπική θεσμική συμμόρφωση προς μια ενεργή και βιώσιμη κουλτούρα ασφάλειας στον ελληνικό αθλητισμό καθίσταται εφικτή μόνον μέσα από την εφαρμογή ριζικών και πολύ επίπεδων μεταρρυθμίσεων.el
dc.description.abstracttranslatedThis thesis focuses on the investigation of the institutional and organizational framework of safeguarding in Greek sports, with a particular emphasis on the discontinuities between the institutionalized legal framework and its fragmented and inadequately established practical implementation. The study is based on the finding that safeguarding in Greece emerged mainly as a reactive institutional mechanism, under the pressure of a social crisis sparked by public complaints, most notably the public complaint by Olympian Sofia Bekatorou. This complaint acted as a catalyst, activating the Greek arm of the #MeToo movement and leading to the urgent need for institutional review and intervention in the field of sports. Through the analysis of the existing institutional framework and organizational procedures, deep systemic dysfunctions are highlighted. Specifically, there is a lack of mandatory and systematic training on prevention and protection issues, the existence of fragmented and non-unified incident reporting mechanisms, and an endemic crisis of trust that discourages the disclosure of events. Furthermore, the consolidation of a "culture of silence" is recorded, which is reinforced by power structures, the absence of effective institutional oversight, and the tendency of sports organizations for self-preservation. In conclusion, it is documented that the substantial transition from formal institutional compliance to an active and sustainable culture of safety in Greek sports is possible only through the implementation of radical and multi-level reforms.el
