Αποασυλοποίηση και νεοϊδρυματισμός: Οι "φωνές της σιωπής" και ο "επίσημος λόγος": Η περίπτωση δύο μονάδων ψυχοκοινωνικής αποκατάστασης της περιφέρειας Πελοποννήσου

Η επιλογή των στοιχείων του τίτλου της εργασίας «οι φωνές της σιωπής» και ο «επίσημος λόγος» βασίστηκε σε μια φουκωϊκής εμπνεύσεως οπτική. Στον πρόλογο του μνημειώδους συγγράμματός του, «Η Ιστορία της Τρέλας» (1976: 6-7), ο Φουκώ αναφέρθηκε στο «μονόλογο της ψυχιατρικής». Ήδη από την αναγέννηση, απ’ όπου ξεκινά την εξιστόρησή του και για αιώνες έπειτα, ο ψυχιατρικός λόγος αποτέλεσε μονοπωλιακά την επίσημη έκφραση της κοινωνίας απέναντι στην «τρέλα» και τη μονοσήμαντη απάντηση στο ζήτημα της διαχείρισής της. Ως εκ τούτου, ο εξουσιαστικός λόγος της ψυχιατρικής υπήρξε ένας ατέρμονος μονόλογος που καταδίκασε το λόγο των ψυχικά πασχόντων σε μια αέναη σιωπή. Γι’ αυτό, σύμφωνα με την επεξήγηση του Φουκώ, αυτό που επιχείρησε να διηγηθεί ήταν στην πραγματικότητα «Η Ιστορία της Αρχαιολογίας της Σιωπής».
Για αιώνες η «φωνή της τρέλας» καταπιέστηκε από τον «επίσημο λόγο» των ειδικών και σιωπούσε. Σε συμβολικό επίπεδο, η ανατροπή της ταύτισης της ψυχικής οδύνης με την κατάσταση της σιωπής συνιστά το κύριο ζητούμενο, αλλά και το ιδεολογικό διακύβευμα της παρούσας εργασίας. Μετά από τη μελέτη των απόψεων ατόμων που εργάζονται ή φιλοξενούνται σε δύο στεγαστικές δομές επιχειρείται να διερευνηθεί το κατά πόσο αυτές συμβάλλουν πράγματι στην αποασυλοποίηση των ενοίκων ή εάν αποτελούν χώρους «φύλαξής» τους, στα πλαίσια των οποίων, ενδεχομένως, αναπαράγονται φαινόμενα νεοϊδρυματισμού. Τελικός αναστοχαστικός στόχος του παρόντος ερευνητικού εγχειρήματος είναι η ιδεολογική μετάβαση από το ανθεκτικό σχήμα «επίσημος λόγος» -
«λόγος της σιωπής» στη συγκεραστική προοπτική ενός «ηχηρού λόγου», ο οποίος αναφέρεται στο σύνολο των δρώντων υποκειμένων που εμπλέκονται στην ψυχιατρική μεταρρύθμιση και που φέρουν τη δυναμική για την πραγμάτωση μιας ουσιαστικής κοινωνικής αλλαγής στο πεδίο της ψυχικής φροντίδας.
Abstract
In the present research paper, the selection of the title ‟s elements “voices of silence” and the “official discourse” is based on a Foucauldian perspective. In the preface of his significant work “Histoire de la folie à l‟ âge classique” (1964), Foucault was referred to the “psychiatric monologue”. Since Renaissance, where the narration starts, the psychiatric discourse provived the society with indisputable answers regarding the mater of madness for the following centuries. Thus, an authoritarian psychiatric discourse condemned the mentally ill in an eternal silence. Therefore, according to Foucault „s interpretation, what he attempted to narrate was actually “The History and the Archaeology of Silence”.
For ages, the “voice of madness” was suppressed by the “official discourse” of the phychiatric specialty and remained silent. In symbolic terms, overcoming the implication that equates mental illness with the state of silence is the main purpose, as well as the ideological challenge of the present work. By studying the notions of people who are employed or either hosted in a pair of supportive housing services, it is attempted to investigate whether those community residences do actually contribute to the deinstitutionalization of the tenants or if they constitute a repository where a potential phenomenon of a new institutionalization emerges. The ultimate objective of this research project is the ideological alteration from the adversative form “official discourse” - “silent discourse” to a convolutional perspective of a “sonorous discourse". This aspect outlines the prominent role which can be undertaken by the individuals who are involved in the psychiatric reform in order to implement substantial social changes in the field of mental care.
