Το παρόν πόνημα αποτελεί μία βιβλιογραφική ανασκόπηση για την πορεία, την εξέλιξη και τον βαθμό διείσδυσης της ηλεκτρονική διακυβέρνησης στην Ελλάδα. Σκοπός του είναι να αποτυπώσει και να αιτιολογήσει τη μέτρια επίδοση της Ελλάδαςστην ηλεκτρονική διοακυβέρνηση καθώς και τη χαμηλή αφοσίωση της από τους πολίτες. Στο πρώτο κεφάλαιο θα προσεγγιστεί σε εννοιολογικό επίπεδο η ηλεκτρονική διακυβέρνηση. Στο δεύτερο θα παρουσιαστεί η πορεία των ευρωπαϊκών χωρών και στο τρίτο θα επικεντρωθούμε στη χώρα μας, επιχειρώντας μια αναλυτική αποτύπωση της πορείας, του θεσμικού πλαισίου, των καλών πρακτικών και της υφιστάμενης κατάστασης. Βασικό ρόλο στη σύναψη των συμπερασμάτων διαδραμάτισαν τα στατιστικά στοιχέια που βρίσκονται στο τρίτο κεφάλαιο, τα οποία σχετίζονται με την ευρυζωνικότητα στη χώρα μας καθώς και την ανάπτυξη και διείσδυση των υπηρεσιών ηλεκτρονικής εξυπηρέτησης.
Στη μελέτη χρησιμοποιήθηκαν ελληνικά συγγράμματα σχετικά με την ΗΔ, την ΚτΠ, τη Διοικητική Μεταρρύθμιση, ξενόγλωσσα άρθρα σχετικά με την πρόοδο της ΚτΠ και την ΗΔ στην Ελλάδα καθώς και πλήθος διαδικτυακών τόπων των δημόσιων φορέων της ελληνικής πολιτείας και της Ε.Ε. Στο τέλος συνάγεται το συμπέρασμα πως εκτός από το μερίδιο ευθύνης του κράτους για την υστέρηση στον τομέα της ΗΔ, ανάλογες ευθύνες έχουν και οι πολίτες οι οποίοι δείχνουν την απροθυμία να χρησιμοποιούν τις ηλεκτρονικές υπηρεσίες του δημοσίου διατηρώντας μία κουλτούρα "αντίστασης στην αλλαγή".
Abstract
This essay is a literature review about the course, the evolution and the penetration of
e-Government in Greece. Its purpose is to imprint and explain Greece's modest
performance in e-Government and the low assimilation by the citizens. In the first
chapter, e-Government will be accessed in conceptual level. In the second chapter
european countries' course will be presented and the third chapter will focus on our
country, attempting a detailed depiction of the course, the institutional framework,
the best practices and the current situation. The statistics found in the third chapter
played a key role in the conclusions, which are related to broadbanding, the
development and penetration of electronic public services in our country.
In the study were used greek writings about e-Government, Information Society,
Administrative Reform, foreign articles about Information Society and e-Government
in Greece, and many greek government 's and european union 's websites. In the end,
it is concluded that not only is the state responsible for the delay in e-Government, but
also the citizens who are reluctant to use electronic public services, keeping a culture
of "resistance to change".
