Ο ρόλος των μεταναστών στην ελληνική αγορά εργασίας
Abstract
Η μετανάστευση (migration) αποτελεί μια περίπλοκη και σύνθετη διαδικασία σε παγκόσμιο επίπεδο και σίγουρα είτε οργανωμένη είτε όχι, δεν αποτελεί ένα καινούργιο κεφάλαιο στην ιστορία των ανθρώπινων κοινωνιών. Σε παγκόσμιο επίπεδο η μετανάστευση αλλάξει και διαμορφώνει τα δεδομένα της κοινωνίας και είναι άμεσα συνδεδεμένη με τον κοινωνικό αποκλεισμό και με φαινόμενα ρατσισμού και περιθωριοποίησης, με τα οποία έρχονται καθημερινά αντιμέτωποι οι μετανάστες. Η διαχείριση του φαινομένου της μετανάστευσης αντανακλά τις πολιτικές των χωρών υποδοχής, ενώ η ενσωμάτωση των μεταναστών στην χώρα υποδοχής αποτελεί ζήτημα διερεύνησης. Η ένταξη του μετανάστη στην αγορά εργασίας της χώρας υποδοχής θεωρείται ίσως ο κυριότερος παράγοντας κοινωνικής ένταξης.
Η πραγματικότητα όσον αφορά την Ελλάδα είναι ότι τα τελευταία χρόνια δέχεται ένα μεγάλο αριθμό μεταναστών. Η Ελλάδα από χώρα αποστολής μεταναστών έχει καταστεί πλέον χώρα υποδοχής μεταναστευτικού δυναμικού. Οι οικονομικοί μετανάστες αποτελούν ένα σημαντικό μέρος του πληθυσμού που ζει στην χώρα και υποστηρίζει την ελληνική οικονομία.
Οι κύριες αφορμές της μεταναστευτικής εισροής στον ελλαδικό χώρο είναι η γεωγραφική της θέση, η συμμετοχή της στην Ε.Ε., η σχετικά χαλαρή πολιτική της απέναντι στους αλλοδαπούς, η παγκοσμιοποίηση καθώς και η πολιτική αστάθεια των χωρών της Βόρειας Αφρικής και της Μέσης Ανατολής.
Η ελληνική οικονομία διέρχεται την τελευταία δεκαετία μια έντονη περίοδο κρίσης. Με την παρουσία σημαντικού αριθμού μεταναστών στη χώρα η κοινή γνώμη δυσανασχετεί και φαίνεται να υπερισχύει η άποψη σύμφωνα με την οποία η απασχόληση μεταναστών αφαιρεί από τους ημεδαπούς δυνατότητες εξεύρεσης θέσεων εργασίας, κάτι το οποίο όμως όπως θα δούμε και στη συνέχεια της εργασίας δεν ευσταθεί. Η ύπαρξη μεταναστευτικού δυναμικού συνιστά παράγοντα σταθεροποίησης του οικονομικού συστήματος της χώρας καθώς ταυτόχρονα αποτελούν σημείο τριβής για την πολιτική, τα εργασιακά θέματα και την εικόνα των πόλεων. Οι εθνικότητες και το σύνολο των μεταναστών αρκούν για να χαρακτηρισθεί η σύγχρονη ελληνική κοινωνία ως πολυπολιτισμική.
Abstract
Migration, whether organized or not, is not a new aspect in the history of human society but a phenomenon whose traces are lost in the depths of time. On a global level, migration is a new reality that has changed the circumstances of every society and is directly linked to social exclusion, racism and marginalization, which immigrants come face to face with. The management of the complex phenomenon of migration reflects the policies of the host countries and the integration of migrants in host societies is an important issue to be examined. The integration of the immigrant in the host country's labor market is perhaps the most important factor for social inclusion.
The reality for Greece is that in recent years it has been receiving a large number of immigrants. The Greece of emigration has now become a migratory host country, thus affecting the developments in our country at the end of the 20th century. Economic migrants are an important part of the population living in the country and support the Greek economy.
The cause of the migration inflow to Greece is its geographic position, its EU membership, the loose policy towards foreigners, the globalization and the political instability in North Africa and the Middle East.
The Greek economy has been, for the past decade, experiencing a period of intense crisis. In the presence of a significant number of immigrants entering the country over the last decade, public opinion is resentful and the prevailing opinion seems to be that the employment of immigrants deprives nationals from finding employment opportunities, something which, as we will see further in our assignment, is unfounded.
The existence of immigrant manpower and illegal employment are stabilizing factors of the economic system of the country. At the same time, they constitute a point of friction in politics, labor issues and the image of cities. The tribes and the number of immigrants may be sufficient to characterize the modern Greek society as multicultural.
