H παρούσα εργασία μελετά τις μετακινήσεις πληθυσμών κατά το πρώτο
μισό του εικοστού αιώνα, εστιάζοντας στις μεταναστευτικές ροές από την
Ευρώπη προς τις υπερπόντιες χώρες κατά τη δεκαετία του '50. Η
προσπάθεια επικεντρώνεται στον εντοπισμό των διεθνών πρωτοβουλιών
και δράσεων για την ανακούφιση των προσφύγων και των
εκτοπισθέντων των δύο Παγκοσμίων Πολέμων και κυρίως, για τη
μεταπολεμική μετακίνηση τμήματος του ευρωπαϊκού εργατικού
δυναμικού. Με λίγα λόγια, το ερευνητικό υποκείμενο είναι ο Ευρωπαίος
Μετανάστης, σε μια χρονική περίοδο, κατά την οποία οι καταστροφικές
συνέπειες των πολέμων ανέτρεψαν κοινωνικές, πολιτικές και οικονομικές
δομές και αρχές δεκαετιών, εισάγοντας την παγκόσμια κοινότητα στην
αβεβαιότητα του Ψυχρού Πολέμου. Στην προσπάθεια μελέτης της
φυγοκεντρικής τάσης της ευρωπαϊκής μετανάστευσης της δεκαετίας του
'50, σημείο αναφοράς θα αποτελέσει η Διακυβερνητική Επιτροπή
Μεταναστεύσεως εξ Ευρώπης – Δ.Ε.Μ.Ε., ένας διακυβερνητικός φορέας
που συγκροτήθηκε τ ο 1 951 και επιβιώνει μέχρι τις μέρες μας,
μετεξελισσόμενος στο Διεθνή Οργανισμό Μετανάστευσης. Στη διαδρομή
αυτή βλέπουμε τις δράσεις της Κοινωνίας των Εθνών και της Διεθνούς
Οργάνωσης Εργασίας, των ειδικών φορέων των Ηνωμένων Εθνών –
UNRRA, IRO, UNHCR- ενώ επικεντρωνόμαστε στις διαδικασίες
συγκρότησης και ανάπτυξης της Δ.Ε.Μ.Ε., μελετώντας διεξοδικότερα τις
δράσεις της μέχρι και το 1 959.Από την παράθεση των στοιχείων,
καταλήγουμε στο συμπέρασμα, πως οι πολιτικές ηγεσίες του
φιλελεύθερου καπιταλισμού προτίμησαν την ευκαιριακή λύση των
πληθυσμιακών μετακινήσεων, σε αντίθεση με το δύσκολο δρόμο της
οικονομικής ανάπτυξης και της κοινωνικής ισότητας και ευημερίας για τη
μεταπολεμική Ευρώπη.
Abstract
This paper examines population movements during the first half of the
twentieth century, focusing on migration from Europe to overseas
countries during the ’50s. This effort focus on the identification of
international initiatives and actions for the relief of refugees and
displaced persons of the two World Wars and especially for that part of
the European workforce, which emigrated in the postwar era. In a few
words, the research subject is the European Immigrant, in a period
during which the devastating consequences of the war overthrew social,
political and economic structures and principles that were shaped
decades ago, introducing the world community to the uncertainty of the
Cold War. In an effort to study the centrifugal tendency of the European
immigration of the ’50s, the benchmark will be the Intergovernmental
Committee for European Migration –I.C.E.M., an intergovernmental
organization which was established in 1951 and survives until our days,
changed into the International Organization for Migration. In this
journey, we explore the actions of the League of Nations and the
International Labor Organization, the special UN bodies-UNRRA, IRO,
UNHCR- and focus on the processes of formation and development of
I.C.E.M., by studying its further actions up to 1959. From the
juxtaposition of elements, we conclude, that the political leaders of
liberal capitalism preferred the occasional solution of population
movements, in contrast to the difficult path of economic growth and
social equality and prosperity for the postwar Europe.
